Speaker Biographies
Chang Mook Sohn, Executive Director, Office of the Forecast Council
A native from Korea, Dr. Sohn received his B.A. from Yonsei University in Seoul, Korea. He completed his Ph.D. in Economics from the State University of New York.
In October 1984, he moved from Salem, Oregon, where he served as the State Economist, to become the first Executive Director of the Office of the Forecast Council. He is responsible for preparation and presentation of quarterly forecasts of economic activities in Washington and Washington’s General-Fund revenues. He consults with the Forecast Council and the state legislative committees regarding the economic and revenue activity in the State of Washington. He also makes presentations at various conferences and meetings. He received the Governor’s Distinguished Management Leadership Award in 1986.
Dr. Sohn is currently a Group Health Cooperative Trustee. He is a former member of the State Higher Education Coordinating Board and is the past president of the Governor’s Distinguished Managers Association. Added to his accomplishments is the publication of Korea Seen from Outside, Seen from Inside, in 2000.
Paul Taylor, Chief Strategy Officer, Center for Digital Government
Paul W. Taylor, Ph.D., is the Chief Strategy Officer at the Center for Digital Government. Prior to joining the Center, he served as deputy director of the Washington State Department of Information Services (DIS) and the Chief of Staff of the Information Services Board (ISB). During his tenure as deputy state Chief Information Officer (CIO), Washington was named the nation’s original and sustained Digital State for three consecutive years, based on innovations in policy, planning, and practice. Paul is a contributor to the journal Public CIO, the author of a number of book chapters and juried journal articles, and his column – called signal-to-noise – appears each month in Government Technology magazine.
Jay Witherbee, Mayor, City of Chelan
In 1990, Jay Witherbee relocated his primary residence and sign company, Positive Signs, to the Lake Chelan Valley from Auburn, Washington. The move was long sought and offered a dramatically different pace of life.
Soon after his move to the community, and before running for public office, he became involved in community service activities. In 1998 he was elected “Member of the Year” by the Lake Chelan Chamber of Commerce; served as Rotary President in the year 2000; was a member of the Greater Wenatchee Valley Big Brothers/Big Sisters organization; and chaired many local events such as the Valley Pride Auction and Taste of Chelan Street Fair.
In addition to Positive Sign Company, Mr. Witherbee is the owner of other small businesses in the Chelan Valley: Stop Light Espresso, Lake Chelan Wine Cellar and Ship ‘n Shore Drive-In. These businesses exist in locations that were formerly considered “distressed.” In 2003, Stop Light Espresso received the Lake Chelan Chamber’s “Beautification Award” for the effort put forth by Mr. Witherbee when he cleaned up the corner lot and opened the coffee and wine business.
In 2000 Mr. Witherbee served his first term as an elected official on the City of Chelan Council. During his term the city faced a major issue: issuing a 30 year contract with the McDonalds Corporation to operate a fast food restaurant on city owned property; waterfront, view property known as “The Lakeview Drive-In,” a city institution. Mr. Witherbee led the successful fight to refuse any contract that tied up this property for more than two years or until a comprehensive plan could be agreed upon to serve multiple needs of the community.
Since his election as mayor of the City of Chelan in 2004, he has participated in the transition of a local police force to contracted law enforcement with the Chelan County Sheriff, union negotiations that had been stalled for two years, and the initiation of a downtown beautification project which centered on a major eye sore as visitors entered the downtown core – a vacated service station.
Mr. Witherbee’s greatest pleasure as mayor is to serve as an ambassador to the city. He prides himself on stewarding relationships with local, regional and state public agencies for the betterment of Chelan residents and guests.
Kevin Anderson, Director, Deloitte Consulting
Kevin Anderson has 23 years experience with Deloitte Consulting where he specializes in ERP assessment, selection, and implementation, as well as e-commerce, portal development, web development, and electronic documents/digital signatures. He recently assisted the State of Washington in developing a roadmap for Financial and Administrative Policies, Processes, and Systems.
Kevin has a B.S. in History from Utah State University and an M.B.A. from Indiana University.
Diane Leigh, Labor Negotiator, Office of Labor Relations
Diane has been employed by the State of Washington for over 25 years; the last 20 years were with the Department of Corrections. She most recently served as the Statewide Labor Relations Program Manager for the Department of Corrections.
Her previous employment includes Personnel Manager at the Washington State Penitentiary and as Statewide Personnel Program Manager responsible for classification and pay. She is an accomplished negotiator and has negotiated a number of contracts with numerous unions.
Mike McVicker, Interim Director, Department of Information Services
Governor Gary Locke appointed Mike as interim director of DIS in June 2004. As interim director, Mike also serves as chief information officer for the state. He has more than 30 years of technical and management experience with public and private sector information systems. Previously, Mike served as deputy director of operations, during which he was responsible for strategic/tactical coordination and the planning and implementation of statewide telecommunication, communications and video technology services, computing services at the DIS data center and agency budget/fiscal operations. Prior to his appointment as deputy director for operations, he served as the agency’s Telecommunications Services assistant director and Computer Services assistant director. He holds a master’s degree in business administration from the University of Wisconsin at Milwaukee and a bachelor’s degree in computer science and mathematics from Mankato State University.
Susan Hettinger, Management and Oversight Of Strategic Technologies Deputy Director, Department of Information Services
Susan was appointed August 10 to the position of deputy director, Management and Oversight of Strategic Technologies Division with the Department of Information Services (DIS). As deputy director, Hettinger is the agency's liaison to the Information Services Board and is responsible for the implementation of statewide information technology policy, oversight, strategic planning and tactical coordination.
Hettinger has performed legal and management roles in private, nonprofit and public sectors. She worked for the Department of Social and Health Services, Snohomish County Superior Court, and Ernst and Young's consulting practice before initially joining DIS in 1990, when she was hired as a senior policy analyst. She left DIS in 1997, after serving as assistant director for the Management Services Division, to accept a position with Eddie Bauer, Inc. as director of Corporate and Retail Services. Four years later, Hettinger joined Catholic Community Services as chief of staff for the Southwest Region where she led the organization's acquisition of another agency and restructured the telephony, information technology and administrative business units. Last year, she joined the Office of Financial Management's Risk Management Division.
Hettinger is a Wyoming native and holds a Juris Doctor from the University of Washington Law School. She graduated Magna cum Laude, Phi Beta Kappa from the University of Utah with a Bachelor's degree.
Becci Riley, Computer Services Division Assistant Director
As the assistant director for the Computer Services Division, Becci is responsible for the reliable and efficient operation of one of the region’s largest data centers. The DIS data center is a unique mix of technical environments, including IBM and Unisys mainframes, the Washington State Patrol’s AFIS system and approximately 300 client servers in a highly reliable, cost-effective manner. Becci has worked for DIS and its predecessor agency, Service Center 3, for approximately 16 years. She earned a Bachelor of Arts degree in society and justice from the University of Washington and masters in business administration-technology, innovation management from Pacific Lutheran University.
Laura Parma, Interactive Technologies Assistant Director, Department of Information Services
Laura began working at DIS in 1998 with the mission to launch the state portal, Access Washington. With the successful launch of the portal, many state organizations and a multitude of international teams have visited Olympia to learn about not only Access Washington but also the deployment of digital government in Washington. As assistant director, Laura is responsible for the security infrastructure of the shared government network, the state web properties and the video production & webcast services as well as the application support for the DIS administrative applications. Significant coordination is required with multiple teams within DIS, as well as with customers to ensure that statewide policies, which drive state government’s enterprise, are met. Prior to working at DIS, Laura spent 16 years at IBM as a systems engineer and project manager. She holds a mathematics degree from the University of Washington.
Bob DeShaye, Telephony Services Manager, Department of Information Services
Bob DeShaye leads three Telecommunications Services Division business units at the Department of Information Services (DIS) – Long Distance Services, Local Telephone Services and Business Support Services. Bob is responsible for the day-to-day operations and the strategic direction of these core telecom groups at DIS.
Bob began his career with Washington state government in 1983, joining DIS when it was established in 1987. He has held a variety of leadership roles for the agency’s telecommunications division. Bob was an effective TSD Customer Relations manager and led the Business Support and Technology Brokering Services units before accepting the position of Telephony Services manager in March 2003. Bob holds a Master of Business Administration degree from Saint Martin’s College.
Greg Brant, Chief Enterprise Architect for the State of Washington, Department of Information Services
Greg Brant is the Chief Enterprise Architect for the State of Washington at the Department of Information Services. He has more than 20 years IT experience in both the public and private sector, most recently as the Chief Technology Architect for The Regence Group – a four-state Blue Cross, Blue Shield Health Insurance Company.
Brian Malarky, Executive Director, Washington State Executive Ethics Board
Brian Malarky is the executive director of the Washington State Executive Ethics Board. Appointed to this position by Attorney General Christine Gregoire in October 2000, Mr. Malarky brings to the job over twenty years of government and management experience and ten years experience in managing and developing ethics training and enforcement programs. The Executive Ethics Board promotes ethical awareness and principled action by communicating, implementing and enforcing ethical standards of conduct for state agencies, officers, and employees of Washington State. The Board seeks to foster public trust and confidence in government, by ensuring that Washington State agencies and employees achieve a culture that highly values ethical decisions.
Prior to joining the Board, Mr. Malarky served as the ethics enforcement program manager for the city of Seattle’s Ethics and Elections Commission. Mr. Malarky also currently serves as a naval flight officer in the Navy Reserve. Mr. Malarky received his Bachelor of Arts from the University of California, Berkeley, in 1984 and has attended the Master of Public Administration program at Seattle University. Mr. Malarky is currently enrolled in the Naval War College, non-resident degree program.

Prior to joining Mercer in 1989, Dave was Manager of Compensation and Organization Planning for the Nationwide Insurance Companies, and Director of Research for Organizational Research & Development, Inc. Dave earned his MA in Psychology and Statistics at The Ohio State University, where he was a Research Fellow.
