Speaker Biographies

Jerry McInturff, Internal Audit Manager, Department of Revenue

Jerry has been with the Washington State Department of Revenue since 1995 and is currently the Internal Audit Manager. Jerry is responsible for overseeing audits of the Department's $12 billion annual revenues, its operations, and statewide information technology infrastructure. Jerry has both private and public sector experience. Prior to joining the Department, Jerry served as the elected Skagit County Auditor for 12 years. He has also worked for the State Auditor's Office and Arthur Anderson. Jerry received his Bachelors degree from the University of Washington in 1971. He is also Governor Gary Locke's appointee to the "Migratory Waterfowl Arts Commission."

Julian Soh, Information Systems Audit Manager, Department of Revenue

Julian is the current Information Systems Audit Manager for the Department of Revenue. The department has hundreds of applications on Novell and Windows NT operating systems and one mainframe. Julian is responsible for auditing these applications and networks statewide. He has been with the Department of Revenue in Information Systems and Auditing for six years. Julian has public and private sector experience. He works in the private sector as an information technology consultant. He is certified by Novell to implement enterprise level networks. Julian earned his I.S. degree from Washington State University and his Engineering degree from Saint Martin's College.

Colin Corbin, Financial Review Coordinator, Department of Revenue

Colin Corbin has been with the Department of Revenue for six years and is currently the Financial Review Coordinator. He is responsible for auditing financial and operational systems within the department. Colin has both public and private sector experience. He works in the private sector as a network consultant and software developer. Colin is a Certified Public Accountant. He is also certified in enterprise-wide implementation and maintenance of Microsoft Windows NT systems and other Microsoft products. Colin earned his accounting degree from Washington State University in 1993.

Dick Thompson, Director of Government Relations,
University of Washington

Dick was appointed director of Government Relations for the University of Washington by President Dick McCormick effective November 20, 1999. Prior to his appointment at the University of Washington, Thompson served as the Director of the Office of Financial Management (the Washington State budget office) for three years.

Thompson also served eight years in the Gardner administration as chief of staff, director of the Department of Community Development, and Secretary of the Department of Social and Health Services. Prior to his appointment by Governor Locke to the Office of Financial Management, Thompson served four years as president and chief professional officer of United Way of King County. His professional career also includes private legal practice, and 15 years of experience as city attorney or city manager for the cities of Snohomish, Everett and Puyallup.

Thompson was born and raised in Everett, Washington, received his bachelor's degree from Western Washington University, and received his juris doctor degree from the University of Washington School of Law. He is a part-time faculty member of the graduate program in public administration at both the University of Washington and the Evergreen State College.

Representative Gary Alexander

Rep. Alexander is from the 20th district position 2, which is comprised of parts of Thurston, Pierce and Lewis Counties. Rep. Alexander is Co-chair of the Capitol Budget Committee and is a member of the Appropriation Committee and the Health Care Committee. He is also a member of the following interim committees: Joint Benefits, Tourism Advisory, Local Government Finance, and the Joint Legislative Audit and Review Committee.

Steve Kolodney, Director,
Department of Information Services

Steve Kolodney serves Governor Gary Locke as director of the Washington State Department of Information Services. He is Washington State's Chief Information Officer and a member of the Governor's Cabinet. Kolodney manages the state's computing and telecommunications facilities and is responsible for information technology policy, oversight and procurement. With annual revenues of more than $120 million, his department serves some 700 customers including state agencies, cities, counties, school districts, colleges and universities, and tribal organizations.

Major initiatives include building a high-capacity K-through-20 education telecommunications network, implementing digital signatures and electronic commerce applications, and launching @ccess Washington -- a portal to a broad range of citizen and business services on the Internet.

In both 1997 and 1998, the Progress and Freedom Foundation named Washington the nation's "Digital State." In 1999, Washington received the only "A" grade for information technology on Governing magazine's report card of government performance. Also in 1999, Access Washington was named the Best Public Service Site at Internet World '99 and the "Best of the Web" by Government Technology magazine, and the K-20 education network was honored as the Best Enterprise Access Network at SUPERCOMM '99.

Kolodney has worked in the information technology field for more than 30 years. In 1974, he was named executive director of the governors' appointed, 50-state justice information consortium known as SEARCH Group. There, he worked with the states and the federal government to establish programs for the interstate exchange of justice information.

In 1983 California Governor George Deukmejian named Kolodney director of the Office of Information Technology. In that position, he built the information technology program from $350 million to more than $1 billion per year. In 1991, he accepted California Governor Pete Wilson's offer to again head the Office of Information Technology. In 1995, Kolodney was appointed Washington State's CIO by Governor Mike Lowry.

Kolodney holds an MBA degree from the University of California at Berkeley. He is a Distinguished Special Lecturer in the School of Public Safety and Professional Studies, University of New Haven, and has been a faculty member at California State University, Sacramento.

Gary Robinson, Senior Assistant Director,
Forecasting and Information Systems,
Office of Financial Management

Gary is currently Assistant Director for Information Services and Forecasting for the Washington State Office of Financial Management (OFM). Before joining OFM he held positions with the Washington State Legislature and the Parks and Recreation Commission. He is currently a member of the Sentencing Guidelines Commission and the Public Employees Benefits Board. He has previously served as a member of the Information Services Board and the Economic and Revenue Forecast Council.

Marry Chakoian, CTO, City of Seattle

Marty Chakoian is the Chief Technology Officer for the City of Seattle and directs the City's Department of Information Technology. As a member of Mayor Paul Schell's cabinet, Marty provides strategic technology direction for the city, including the City's web presence and e-government strategy. During 1999, Marty led Seattle's Y2K program, coordinating the efforts of city departments in their preparations for the year 2000. Marty's previous positions include director of information technology for the Seattle Water Department and Seattle Public Utilities.

Barbara Read, Principal,
IBM Global Services

Barbara is a Principal with IBM Global Services' Government Practice in Seattle, Washington. She works with government clients throughout the West developing strategy and implementing IT solutions for governments' business problems. Focus areas for IBM's Government Practice include e-Government, ERP consulting and implementation, and complex systems integration. As IBM project sponsor and managing Principal, Barbara ensures the quality and success of IBM consulting engagements. She has over 20 years of IT consulting and management experience and is a Certified IBM Consultant. Prior to joining IBM Barbara was a Senior Consultant and Project Manager with Andersen Consulting, and an Application Group Manager with Group Health Cooperative.
