2. Intended Audience

This seminar is designed for Information Technology Managers, Project Managers, Resource Managers, Business Managers or anyone else responsible for purchasing (acquisitions) and contracting Information Technology (IT) services for their organization. 

No matter what size or how complex your travels, this seminar will provide you with the necessary information to help you reach your final destination, safely and successfully.  You will be provided with the roadmap to fit your specific needs, a compass, and an emergency tool kit for those challenging rides.  In the event that you might need some urgent assistance, you will learn about professional and expert support and other resources that will be able to help you have a victorious ride.

3. Abstract of Seminar Contents

This journey will begin with a case study focus on the procurement process used for one of the largest and most complex IT system projects in the State of Washington, Human Resource Management System project.  You will hear from one of the experts directly involved how the process evolved and how the vendors were selected.

Next, we will turn around and drive back on the road to the starting point of the journey. A panel of government peers has collaborated to direct you through the planning and preparation stages.  This is the part of the program where we invite the audience to participate and engage.  We encourage you to come prepared with your specific questions and help make this a lively, valuable discussion. The panel will clarify agency support and services available, and explain and demystify processes and requirements.  You will be introduced to best practices, and will be guided in the right direction for your specific excursion.  We will also share pitfalls, bumps, and potholes to avoid.

4. Presenters

Kevin Anderson, Director, Deloitte Consulting
Kevin Anderson has 23 years experience with Deloitte Consulting where he specializes in systems assessment, selection, and implementation, as well as e-commerce, portal development, web development, and electronic documents/digital signatures.  He is currently assisting the State of Washington in developing a roadmap for Enterprise Resource Planning (ERP) integration. He holds a B.S., in History from Utah State University and an M.B.A., from Indiana University.

Andy Marcelia , Department of Information Services (DIS)
Andy is a Senior Management Technical Consultant in the Department of Information Services.  He is a member of the Information Services Board staff working on IT policy and oversight of major state IT projects.  Andy has worked in the IT profession for 37 years.  He was in banking IT for 21 years.  He managed several ERP scale projects replacing banking applications and rehosting applications and managed the IT department for several years doing ERP conversions and application support.  Andy was hired by DIS in 1992 for the policy and oversight staff.  He has a rich experience supporting the procurement needs of the agencies he supports and doing oversight on their major projects. Andy is currently the ISB coordinator for the following agencies:

Jan McMullen, Office of Financial Management (OFM)
Jan is an attorney licensed in Washington and California.  Jan has 14 years experience in government contracting. Prior to joining OFM, she worked in the Contracts Offices of Employment Security Department and Department of Corrections.  She also worked for 5 years as an Administrative Law Judge for the Office of Administrative Hearings (that does not have anything to do with contracting).  Jan has now been with OFM for one year, working as a Contract Staff Consultant.

Steve Lovaas, Dept. of General Administration, Office of State Procurement (OSP)
Steve has been employed by the Office of State Procurement since 1996 and currently works with their Professional Services Solutions Team.  This Team provides contracting support for professional and technical services for all Washington State government agencies and other OSP customers mainly in the area of personal and information technology related service areas. Prior to joining OSP, Steve graduated from Washington State University and has worked at the Dept. of Licensing, WA State Senate & the Dept. of Transportation. 

Marie Kirk, Department of Information Services (DIS)
Marie is a contracts attorney and Manager of Technology Acquisition Services at the Department of Information Services. She has been working in the area of information technology contracts and acquisitions with the State since 1995. Before coming to state government, Ms. Kirk was in private practice with a focus on real estate. She is a graduate of Denison University (BA Sociology), George Peabody (Vanderbilt University) (MA Special Education) and the University of Washington School of Law (JD).

Rick Sandler, Employment Security Department (ESD)
Rick has been employed with ESD for 17 years.  He is a senior manager in the department's Information Technology Services Division (ITSD.  His primary roles are to manage the department's information technology contracting, and the ITSD budget.  During the past 10 years,  Rick has successfully conducted six high value acquisitions and numerous RFP's, RFQ's and RFQQ's under $200,000.  During the past four years he has had a lead role in contract development and negotiations for major procurements with Oracle and Verizon.

“So…..which road should I take?”  Panel members will help you better understand the end-to-end process from authority and approvals to the nitty gritty details behind IT purchased and personal services, acquisitions and contracting.

The Rules of the Road
Andy Marcelia, (DIS). Andy will begin the panel portion of the seminar and set the stage by covering the authorities and approvals from the policy perspective.  He will cover items such as requirements, the feasibility study, ISB role and expectations, risks, security issues, and touch on oversight of major state IT projects and share IT portfolio management requirements.

Personal Services Contracting
Jan McMullen, (OFM). Jan will provide information on IT personal service contracting, sole source IT contracts, dollar thresholds, OFM filing requirements, OFM review and approval, mandatory training, and Ch. 39.29 RCW.

Professional Services Solutions (Master Service Level Contracts)
Steve Lovaas, (GA). Steve will be covering the contracting program #32100: What services are currently available in the program, how vendors participate, and resources available.

From Model Contracts to Reality
Marie Kirk, (DIS).  Marie will cover two primary categories. First, she will discuss contracts and services that are in place that state agencies can purchase from by issuing a purchase order without having to conduct their own acquisition process.  This includes information about the Technology Mall (http://techmall.dis.wa.gov/), including the Master Contracts, the state’s Microsoft and other software agreements, PC leasing, Technology Brokering Services, etc.

Next, Marie will review the Information Technology Model Contracts for agencies to use when they conduct their own acquisition process. This includes information about the development and appropriate use of the four Model Contracts that address Equipment, Software, Purchased Services and Personal Services (http://www.dis.wa.gov/portfolio/).

Panel Resource
Rick Sandler, (ESD). Rick will add perspective to the Panel discussion by drawing on his practical experience with acquisitions and contracting to address topic address such as:

  • Strategies for RFP’s that protect the interests of the state, reduce the risk of a failed acquisition, result in the selection of the best bidder and are fair to the vendor community.
  • The advantages of the two-tier acquisition process and the approach that has been successfully used at ESD; and
  • Elements of a meaningful statement of work for fixed-price and time and materials contracts.
