Event Notice - IPMA Professional Development Seminar
Summary of May 8 IPMA Board Meeting

The speaker for the Executive Lunch held on May 13, was Mr. Joe Dear, Executive Director of the Washington State Investment Board. The topic was "Leveraging Management Tools for Results". Mr. Dear stated that information technology helps organizations meet their goals. He believes that results matter and help to build trust in government. We, as individuals, can control the units where we work.
Citizens experience government when they interact with the front line employees. These encounters are controllable and we can use them to increase the publics’ trust in government.
Mr. Dear told us that change is driven by four things:
There are several tools that we can use to manage change. These include: attention, communication, awards and recognition, decision process, human resource management, and information technology. We can leverage the tools with passion, vision, theory, money and the media. Mr. Dear stated that we can do amazing things for the citizens of the state.
He also talked about the Washington State Investment Board, which manages 48 to 50 billion dollars in assets. It was created in 1981 and has 15 members, 62 staff and 124 investment managers under contract. The mission of this board is: To invest and to manage the entrusted funds in a manner consistent with statutes, regulations, board policies, and the highest standard of professional conduct for the exclusive benefit of fund beneficiaries.

In the midst of the hustle and bustle of the 26th Forum Brian Ridderbush of
UNISYS Corporation was able to answer email and conduct other business with
customers not at Forum via the cooperation of other Forum exhibitors.
Brian's laptop had a WIFI (802.11b) card allowing it to attach to the wireless network being demonstrated by Right! Systems, Inc. The wireless network was just one of many technologies being demonstrated by Right! Systems, Inc.
Right! Systems, Inc. was in-turn using Internet access provided by ReachOne Internet. ReachOne Internet is Forum's Internet service provider and provided internet access to each seminar room and to other exhibitors upon request.
Brian commented "This is great, I'm able to access the UNISYS corporate intranet via VPN and at a faster baud rate than from my office".
This is just one example of the technologies, services and products that were on display May 20 and 21 at Saint Martins College Worthington Center at the IPMA Forum. The 24 corporate sponsors and 43 vendors provided the over 900 attendees with product offerings ranging from hardware (PC's, routers, IP telephones, printers, multi function printer/fax/scanner/copiers, mass storage devices, etc.) to software (shrink wrapped, custom designed, re-hosted, language converted, etc.) to consulting services (system design, construction and implementation, project management, acquisition services, systems integration, network design, etc.) to support services (training, on site and/or remote site hardware support, etc.) to telecommunication services and more.
Informative keynotes and well attended breakout sessions complemented the display booths and supported this years theme "Sharing Solutions". Attendees had the opportunity to learn about emerging trends, current technologies and real world lessons learned.

Stuart McKee
The opening speaker for Forum 2003 was Stuart McKee, the Director of the Department of Information Services (DIS). He explained that he has three roles as Director of DIS:
Mr. McKee came to state service after serving as the VP of Global Internet Operations for the Walt Disney Internet Group. He has also served as the Director of Business and Database Systems for Infoseek Corporation and has worked for Microsoft. His presentation, "A Plan for Bold Action," discussed implementation of an Enterprise Architecture framework. The goal is to create a unified face of government for citizens and private industry.
Mr. McKee explained that we as state, city and county employees have much in common. We have a shared meaning of public service. The differences between public service and private business are that our shareholders are everywhere and they care and people’s lives depend on the systems that we run.
We also share our challenges. Revenue is down and we are managing in a complex environment. The bad news is that state leadership expects us to solve the problem and the good news is that we, as technicians, can help to solve the problem. We need to create a vision that can be sustained. Our plan for bold action is Enterprise Architecture.
The current state of affairs is that we have many jurisdictional issues and there is a lot of disconnection between groups. Our challenge is to see what we can do in the spirit of cooperation. We need to work together.
Mr. McKee gave three foundation principles for the 2003-2005 strategic technical plan. These three principles are:
He left us with the final statement that technology does not solve problems, people solve problems.
James McLendon
Mr. James McLendon, Vice President, Global Business Development, Symantec Security Services for the Symantec Corporation gave the second day keynote presentation on "The Current and Future State of Internet Security". He stressed that threats to information systems are coming from all sides and growing rapidly both in numbers and complexity. Because of this we need to have central management to combat these threats. The gateway, server and client must all work together.
Mr. McLendon stated that we need four things to help us fight system vulnerabilities:
The threat evolution suggests even more complex and faster spreading attacks are on the horizon.

Mike McVicker, IPMA Chair, opened the May 2003 meeting of the IPMA Board of Directors at 7:35 a.m.
REPORTS
Secretary/Treasurer: The minutes from the April 2003 Board meeting were approved.
The Board approved the April 2003 financial status and activities reports.
The Board approved the proposed 2003 Budget as presented.
Business Planning:
Philanthropic Alternatives: Jim Albert led a discussion of the two proposals that the subcommittee had received. The proposal from Evergreen State College was of interest to the board and seemed to be in line with the IPMA mission. Jim will contact Evergreen and ask that a representative attend the June board meeting and make a presentation.
The board agreed that the proposal from South Puget Sound Community College wasn’t consistent with the organization’s mission. Jim will contact them and ask if they have a need more in keeping with the IPMA mission that they would like to propose.

Phil stated that one of the primary objectives of the seminar would be the development of an output product by the end of the seminar. The board approved the concept and the proposed agenda.
Professional Development: Dennis Jones reported that the April event on Data Warehousing was a success with approximately sixty attendees. The next event is June 25, 2003, titled "Building Successful IT Project Teams Inside and Out."
Communications: Mary Ellen Bradley reported that the May issue of the IPMA News was released for web viewing on May 7. The primary article in the June issue will be a wrap up of this year’s Forum.
OTHER BUSINESS:
By-Law Changes: The proposed changes to the By-Laws that would make the function of Board member nominations and elections part of the Secretary/Treasurer’s responsibility were approved.
Location Change: Shelagh Taylor suggested that it may be time to look at other options for the location of the monthly board meetings. She was directed to look at options and make arrangements for next month’s meeting.
