Leading the Way Towards Administrative Efficiencies
Summary of Janauary 9, 2003 IPMA Board Meeting

The heads of eight cabinet agencies came together in August 2002 to form the Enterprise Strategies Committee (ESC). The ESC is charged with leading the incremental implementation of a comprehensive, enterprise-wide plan for Washington State financial and administrative systems and promoting the adoption of "best business practices".
This new committee eliminated the overlap of objectives and agency personnel working previously on Best Practices, Governing for the New Millennium, and the Enterprise Blueprint.

With its focus on delivering financial and administrative efficiencies, the ESC is essentially the "eleventh Priorities of Government team" in support of Governor Locke’s innovative approach to the 2003-05 budget process. The Governor’s proposed budget directs agencies to contain administrative costs by carefully reprioritizing and consolidating the state government's "back office" as an essential step to providing better services at lower costs. One way costs will be contained is by curtailing proliferation of individual agency-specific financial and administrative systems that replicate existing centralized systems. This will also allow agencies to focus more of their resources on their core missions.

The core business strategies identified by the ESC to implement the Enterprise Blueprint Plan are:
Since its inception last August, the ESC’s most
critical initiative has been to serve as the steering committee for the
feasibility study to determine the best technology solutions to support the
Civil Service Reform Act of 2002. Dye Management Group, in partnership with
IBM, conducted the study for the state. In December, the committee accepted
the consultant’s recommendation to pursue a commercial software package to
replace the existing personnel and payroll systems. More information can be

Other ESC priorities include:
Guiding agency financial and administrative systems initiatives towards enterprise
solutions, instead of agency unique solutions through a Systems Approval process.Agencies are asked to partner with Central Service agencies (Office of Financial Management, Department of Information Services, Department of Personnel, and General Administration) to work towards win-win solutions to meet their financial and administrative business needs. Presenter’s Background: For the last four years, Mike has been an IT Security Analyst in the Department of Social and Health Services (DSHS) IT Security Section. He has participated, as review team coordinator and in other capacities, in the review of 13 Internet web applications.
Program: The evolving technology of web applications that allow users to submit and request sensitive information over the Internet has created new risks and challenges, along with great opportunities to provide better service to the public. This program will provide an overview of the risks that should be addressed, and will describe the steps to follow in reviewing the security of a web application.
This program’s overview of web application security will lead in to ISACA’s March 19 program. That program, to be presented by a representative of the @stake consulting firm, will focus on the security issues that should be addressed during the design and development of web applications.
Who Should Attend: Managers, technical, and non-technical staff who have an interest in learning more about Internet web application security.

He has delivered the Application Security Principles class over thirty times in locations around the world.

In a January 23, 2003 e-mail message to all DIS staff, Director Stuart McKee wrote:
I am pleased to announce that I have appointed Mike McVicker to the post of DIS Deputy Director for Operations. In his new position, Mike will provide executive management for DIS' three service divisions: Interactive Technologies (IT), Telecommunication Services (TSD) and Computer Services (CSD). The assistant directors of those three divisions will report directly to Mike. Mike will also continue to lead TSD until a succession plan is in place for a new TSD assistant director.
The operational deputy position has been vacant for approximately three years. Recruitments are continuing for the deputy director for policy.
We are fortunate to be able to draw on Mike's 19 years of service to DIS. Mike originally came to the state in 1984 as a systems design specialist with the old Service Center 3 organization. He spent the majority of his career at DIS in the Computer Services Division, finally assuming the duties of Assistant Director of CSD in August, 1993. He then became Assistant Director of TSD in 1999.
Mike's deep history with DIS and its customers sets the stage for a productive tenure leading operations. Please join me in congratulating him on this new phase in his career

Doug Tanabe, IPMA Chair, opened the January 2003 meeting of the IPMA Board of Directors at 7:35 a.m.
Reports
Secretary/Treasurer: The minutes from the December 2002 Board meeting were approved.
The Board approved the December financial status and activities reports.
Business Planning: Mike McVicker reported that the annual board planning retreat will be held this year at the Port Ludlow Conference Center at Hadlock in February. The specific days will be worked out and communicated to the board members via email.
Forum 2003: Jim Andersen presented the following report on the status of plans for the 2003 Forum.
The board approved changing the Luncheon date to May 13th if Joe Dear is
able to be the speaker.
Executive Summit 2003: Phil Grigg reported the receipt of 2,000 ID card lanyards with IPMA web address printed on them. They will be used as promotional handouts at Executive Summits, the Forum and some Professional Development events. Other plans for the 2003 summit are on schedule. There as several items that must be determined at the board retreat in February.
Professional Development: Sheryl Hall reported that the registration for the January 22nd Professional Development seminar entitled "Software Requirements Development and Outsourcing Management – An Overview for Managers," stands at 76. She expects that the total will exceed 80, which is the maximum the seminar can accommodate, at which time a standby list will be developed.
Communications: Mary Ellen Bradley reported that the January issue of the IPMA News was released January 6th. She noted that it contained two very good articles, one about the L&I Web improvement project and the other about two DSHS projects that have received national recognition for excellence. Bob Monn has updated the IPMA web site for the new year, including the outcome of the board elections.
