Meet IPMA's New Board Member -- Christy Ridout

Our newest IPMA Board member is Christy Ridout, the CIO of the Department of Social and Health Services, the largest state agency in Washington. Christy has worked in the information technology profession for over twenty years. She worked in the private sector as an information technology project manager and systems integrator in Tennessee prior to coming to the state of Washington. Before that she worked in Utah State as a systems manager. Christy joined Washington state government in January of 1994 when she was hired as the Deputy Project Director for DSHS' Automated Client Eligibility System (ACES) project. She was appointed to the position of Project Director in 1996 and successfully managed ACES for several years. In September 1999 Christy was promoted to the position of CIO for DSHS.
One of the projects that currently has Christy's attention at DSHS is a project known as "No Wrong Door." This is an effort to provide client-centric access to DSHS services by creating a bridge across separate programs and systems. DSHS clients then could access services without having to know the organizational structure of DSHS in order to find a service contact. It is a huge IT challenge because of the number of computer platforms and core systems involved. However, Christy says the biggest challenge is business-related because of the different federal regulations, eligibility requirements, and processes that define service delivery. The project is working on how to package the knowledge of services available with the system access so that a DSHS worker is able to meet a client's needs. Christy says several start-up projects are underway.
Christy brings a wealth of IT knowledge and experience to the IPMA Board, and is looking forward to being a contributing member for the next three years.

After winning the Digital State Award the first three times it was presented, Washington was passed by Illinois and Kansas who shared the award for 2001. The final rankings were announced early this month in the January issue of Government Technology magazine; see the GT story and the Center for Digital Government's survey summary. The scores of the top states were very tight through the four rounds of the survey. When the rankings from the last round were announced last month, it was clear that Washington would not achieve a "four-peat" but our overall ranking was not known until GT's recent announcement. Key success factors cited by Illinois were executive support and innovation while Kansas pointed to interagency cooperation.
Many other states, including Arizona and Maryland, demonstrated good progress over the past year based on the survey results. However, perhaps no state was more impressive than Maine which moved up to a tie for No. 5 from outside the top 25 a year ago. In recognizing our third place finish, GT noted that Washington "continu[ed] to make a distinguished showing" and "has consistently served as a model for good electronic government".

Mary Ellen Bradley, IPMA Chair, opened the December 13, 2001, meeting of the IPMA Board of Directors at 7:35 a.m. Mary Ellen welcomed Christy Ridout, the newly elected board member. Christy's three year term begins in January 2002.
Reports
Secretary/Treasurer: The minutes from the November 2001 Board meeting were approved. There was a discussion of when and how the board meeting minutes could be changed. It was agreed that the minutes are to be a summary of the actions and decisions that take place at the board meeting. If a board member wants to change an item that was accurately represented in the published minutes, the proposed change should be presented to the other board members for consideration and decision, however, the meeting minutes would not be changed.
Jim Albert presented the November 2001 financial status and activities reports. The Board approved the reports.
Business Planning: The Merrill Lynch monthly account status report was distributed. Jim Albert discussed the concept of the IPMA sponsoring, or otherwise encouraging, special interest groups. Jim agreed to prepare a proposal for presentation and consideration at the board retreat.
Executive Seminar: Phil Grigg reported that a representative from the Skamania Lodge came to Olympia and met with Darrel and him to present a proposal for holding the 2003 Executive Seminar. Part of the reason for the visit was to see if there was some service related reason that the IPMA chose not to hold its 2002 seminar at Skamania Lodge. Phil and Darrel assured her that was not the case. Since the Skamania Lodge is booking dates as much as two years in advance, the board agreed that a tentative commitment could be made at this time for the 2003 Seminar. We must make a commitment by May or cancel.
Forum: Dennis Laine presented the Forum Planning status report. A meeting with the Corporate Sponsors meeting was held on November 15 to discuss plans for the 2002 Forum. During the meeting IBM and GTE said that they could provide keynote speakers. In early December, IBM proposed and the committee accepted Mr. Brent Woodworth as a keynote speaker. Mr. Woodworth manages IBM's worldwide Humanitarian Disaster Relief organization and was at the World Trade Center site on September 15 and the following three weeks working with Mayor Guiliani, Governor Pataki, FEMA, etc. He is tentatively scheduled for the Tuesday keynote.
The planning committee met on November 28 and agreed on the following break out session tracks:
At the December 18 meeting committee members will have defined all session goals and objectives.
Professional Development: Dennis Jones and Sheryl Hall reported that there will be four Professional Development events between the first of the year and May 2002. The January 23 event tentatively is titled "Microsoft Active Directory -- Discovering the Business Value." The February 20 event tentatively is titled "Project Management Methodologies." The other two are still under development. The committee is exploring venues other than Saint Martin's Worthington Center for coming events.
Communications: Bob Monn reported that the December issue of the IPMA News was released on December 6, 2001.
New Business:
Wrap up of 2001 election: The newly approved process worked well. The message soliciting interest in running for the board was e-mailed to all members. Two individuals expressed interest. One was not eligible because there were already two Board members from that agency; the board will review this provision of the by-laws at the coming planning retreat. The other person chose not to proceed. Since Jim Albert had chosen not to seek reelection, the committee actively recruited for the position. Christy Ridout accepted the nomination and was elected to a three year term to the IPMA board of directors.
2002 Board Retreat: Doug Tanabe reviewed the draft agenda he had distributed to the board for comment. The retreat was scheduled for January 17 & 18, 2002, at the Quinault Resort at Ocean Shores. Doug will make the necessary arrangements. The regular January board meeting will be conducted at the retreat.
The meeting was adjourned at 8:35 a.m.
