Digital State 2001 -- Score very close after the first half!

In August, Government Technology reported on the second of four parts of the 2001 Digital State Survey. After being tied with Kansas for first place after Part I, Washington now trails Illinois! Washington has a total of 359.66 and Illinois has 359.90 (out of 400 possible points).

Part III results are expected in October; last year Washington scored perfect 100's in both categories addressed by Part III -- Digital Democracy and Management/Administration. However, Illinois also scored well in these categories so the 2001 survey should remain very interesting. Adding to the interest this year is a new category in Part IV -- GIS and Transportation.

Editors' Note: Last month IPMA News reported that the Diabetes Electronic Management System (DEMS) was one of three Washington projects recognized by Civic.Com magazine as a 2001 Civic 50 award winner and we requested any reader who knew which agency developed DEMS to contact us so that we could give appropriate credit. In response, Anita Pirkle, DSHS, notified us that DEMS is a product of the Washington State Diabetes Collaborative (WSDC) (Link no longer available). WSDC is co-sponsored by the Washington State Department of Health (DOH), PRO-West (a private nonprofit health care quality improvement organization), the federal Health Care Financing Administration, and the W. A. (Sandy) MacColl Institute for Healthcare Innovation at Group Health Cooperative. Thanks, Anita.

Thurston County Auditor's Office tests data transfer

An article in the August 17, 2001 issue of Government Computer News -- State & Local discusses the first volume testing of an electronic document recording system at the county level.

IPMA Professional Development Seminar -- Web User Interfaces

On August 30, 2001 Scott Came and Wayne Allen, Logical, presented a half-day seminar to nearly 50 attendees.

The first half of our seminar explored alternatives to HTML that are available for delivering richer user interfaces within the basic web application architecture.  This portion of the seminar investigated solutions based on the Java 2 platform as well as the Microsoft platform.  A discussion of the architectures that make this happen were accompanied by demos and code samples.

The second half of our seminar examined the emerging SOAP protocol used for deploying web services.  This included a short introduction to XML, the concept of remote procedure calls (RPCs), and the idea of web services.  Some simple SOAP examples were presented and demonstrated using both the Java-based Apache SOAP toolkit and the Microsoft SOAP toolkit.

Attendees gained a perspective on how and when to get started on the technologies discussed (like .NET and Java 2), and what is needed in terms of infrastructure to begin using these technologies. The various technologies were compared and contrasted in terms of ease of use, ease of maintenance, ease of learning, and availability of developer support.
