With the current condition of the economy, agencies are being asked to do more with less.  Information systems managers must plan and implement smarter ways of accomplishing our agencies missions.  One of the technologies available which can help reduce the space needed for paper storage and stretch resources by improving productivity is IMAGING.  This may be one of the most inexpensive and under utilized technologies available today.

Wes Riggins joins us at the June 10 luncheon to provide information regarding the current state of IMAGING and where it may be headed in the future.  He will describe the document life cycle and its impact on the choice of an imaging solution, the relationship of access requirements and the different storage medias available and the bottom line of any alternatives.

For 17 years Wes Riggins has served with Eastman Kodak in a variety of capacities from Account Rep, Technical Support Specialist, Marketing and Education and Sales Manger at the district level.

IPMA member, Glenn Medieros, attended a presentation that Wes gave at the Office Automation and Computer Show held last month at the Washington Trade and Convention Center.  He is a lively speaker and Glenn is sure you'll enjoy listening to him in addition to receiving his message.  Mark your calendars for the Urban Onion on June 3rd.

The IPMA July Luncheon meeting will address two topics.  The Department of Personnel will explain the new "RIF Pool" and its use and the term "Broadbanding" and how it relates to management in the state in the future.


Annual Meeting Date & Location Set

The 1993 IPMA Annual Meeting will be held Thursday, June 24th in the Washington Center for the Performing Arts.  The event begins with a Reception at 5:15 PM and the business meetings begins at 7:00 PM.

This is the first annual meeting of the IPMA membership and promises to be a fun and informative evening.

May Board Meeting

The May 10 meeting of the IPMA was called to order at 7:45 by Chair Don Dahl.  Minutes for April were approved.  Board members present were Dennis Jones, Diane Vasarkovy, Jim Andersen, Karen Lichtenstein, Darrel Riffe, Glenn Medeiros, John Foulkes and Linda Bremer.  Bob Edwards and Phil Grigg were absent.  It was determined a quorum was present.

Chairman's report - Don announced that Darrel Riffe has resigned as the Chair of the Membership Committee and Don is seeking a replacement.  South Puget Sound Community College sent IPMA a certificate for participating in their Career Day.  He also noted that Board members had received a  letter from  a new member resigning from IPMA due to this year's executive conference being targeted to the traditional audience - the Chief Information Officer (CIO) for the government organizations.  Don will be responding in writing.

Treasurer's Report - Jim Andersen presented the transaction report and financial summary and they were approved unanimously.

Committee reports:

Executive Conference - Final arrangements are being made.  Over 40 government CIO's have registered.  Agendas and letters of confirmation are being mailed today, May 10th.  IPMA Activities that will be highlighted in the presentations are:  FORUM, Professional Development, Personnel, Strategic Partnerships, Membership and Communications.

Membership Committee - The annual membership meeting is being held June 24th, 5:15 PM to 7:00 PM at The Washington Center for the Performing Arts.  Sample invitations and materials to be distributed were presented by Jim and Dennis.  Ongoing events and benefits for members are key focus for the Board and this committee.

Strategic Partnerships - Diane reminded everyone that to expand strategic partnerships and ensure high quality, we need more volunteers.  At the membership meeting, there will be a flyer available for members to sign up for different committees and activities.

Professional Development Committee - The Leadership seminar series will be offered again in the Fall and Winter.  The committee is preparing a proposal for offering a half-day workshop that will be offered in conjunction with the Fall Forum.

Human Resources - CISS1 specification has been drafted.  The committee continues to meet to complete the final version and send out for approval.  John will keep us posted on the process.  There was some discussion about the new management series and broad banding for managers.  Potentially the ITM series will cease to exist.  Glenn was asked to have Department of Personnel provided more information on these topics at the July lunch.

FORUM - Plans continue to be refine for the speakers and vendor sessions.  Mike Nelson, head of information systems for the White House cannot attend in October but is interested in coming out for a session in the Spring.

Monthly Programs - The June lunch will have imaging as its topic.

Budget & Finance - Everyone was reminded that budgets and plans for next fiscal year are due this month.

The meeting was adjourned at 9:00AM. The next board meeting is June 14 at the Urban Onion at 7:30 AM at which time these minutes will be submitted for approval.  Bremer, Secretary.


Free Internet Demo Accounts Available to IPMA Members

Dial-in access to the Internet, the worldwide network interconnecting thousands of networks and computers, is now available from WLN to IPMA members, IPMA News Readers, Washington State agencies and State employees.  Formerly a division of the Washington State Library, WLN is now a non-profit corporation based in Lacey that provides information-based products and services to libraries, other organizations and individuals through out the Pacific Northwest and the U.S.

WLN Internet Services Include:

Electronic mail:  E-mail allows one-to-one electronic mail communications between the millions of users of the Internet across the U.S. and around the world.  One-to-many communications is available through electronic conferences or forums.  WLN uses a menu-based E-mail system, PINE, which was developed at the University of Washington.

Remote login (telnet):  Telnet allows login to and an interactive session with a remote computer connected to the Internet.  You can  connect to computers on the Internet with which you have an account; to public access computers such as those that have library catalogs; or to other computers with electronic books and journals, and other databases.

Electronic file transfer (FTP):  FTP (File Transfer Protocol) allows a connection between two computers and the quick easy transfer of files between them using file transfer protocols.  Files may be textual documents, computer programs, or digitized images and sounds.

WLN Gopher menu of Internet resources:  Based on a tool developed at the University of Minnesota, the WLN Gopher is a subject menu of selected resources on the Internet.  When users find an appropriate file or database on the menu, they can select it through the Gopher without having to worry about complex Internet naming conventions.  The Gopher then "goes fer" it.

WLN Easy Access:  One of the resources on the Internet is the WLN database of 8.2 million library catalog records and 18 million Pacific Northwest library holdings.  WLN Easy Access is a menu based, easy to use system for searching and viewing the WLN library database plus the name and local call number of the libraries which own an item.  With prior authorization and account setup, users can also search magazine indexes and article databases through WLN Easy Access.

WLN provides an Internet user manual plus toll-free telephone support in the U.S. and Canada for WLN Internet customers.  The WLN Gopher and extensive help screens in the E-mail system simplify learning and on-going use.

Minimum hardware and software requirements for E-mail and telnet are:  IBM compatible or Macintosh computer; communications software that emulates a VT100 terminal, internal or external modem that operates at speeds from 2400 bps to 14,400 bps and conforms to the 212A, v.32bis standard. Full FTP services to the desktop computer requires communications software that supports SLIP (Serial Line Internet Protocol).

WLN Internet services costs are:

  • $27/month for accounts billed to MasterCard or Visa; or $275/year ($150/year for additional accounts);
  • 20 free hours/month to local Seattle or Olympia numbers then $2/hr.; or $8.50/hr. on WLN's 800 number; and
  • $50 one-time account set-up fee.
  • $15/hour to search WLN Easy Access
