Intended Audience:

This seminar is intended for executive and business managers, CIOs, IT professionals, business analysts, the IPMA's Corporate Sponsors, and those who are interested in the strategic direction of state government and how they can be involved as the state implements the Governor’s vision of shared services.

Abstract of Seminar Contents:

There are a lot of questions about government reform:  What does it look like?  How will it affect me?  Just what is 21st Century Government? Why technology is the cornerstone for the immense changes that are ahead. Why Governor Gregoire is looking to Tony Tortorice, Director of the Department of Information Services, for answers and leadership. 

Tony will outline the vision for technology in the 21st Century Government.  He’ll address:
*  What will reform look like for state IT services?
*  How will this translate to Washingtonians?
*  How will we get there?

The state's 21st Century Government will need to operate from a Shared Services perspective.  This will create:
*  Increased purchasing power through common systems and hardware
*  Systems integration between state agencies
*  Increased impact of virtualization to leverage resources and capacity
*  Greater efficiencies result in faster, better service at lower costs

The future requires creative ways to approach state government IT as a tool with the purpose of benefitting Washington citizens.
*  Create one state governmental entity for citizen interaction from a front-end perspective
*  Create a “mygov.com” situation for citizens that allows for a single sign-on to state government services with  incredible privacy protection and data encryption

Tony Tortorice, DIS Director

Governor Chris Gregoire named Tony Tortorice, a California Information Technology executive with more than 25 years of IT experience in both the private and public sectors, to head Washington’s Department of Information Services. Mr. Tortorice’s appointment started on July 1st of this year.

A California resident for the past 30 years, Tony Tortorice, 57, was the chief information officer for the Los Angeles Unified School district (the nation’s second largest public school system).  There, he led the recovery of a troubled HR/Payroll implementation.  Tortorice was also the senior IT executive for the Los Angeles Community College District, the largest system of community colleges in the nation.  Before working with the community college system, he was a partner at PricewaterhouseCoopers.

Prior to beginning a doctorate program in public administration at the University of Southern California, Tortorice served in the U.S. Navy, where he started his career in IT by installing his command’s first work processing system.  Tortorice holds a master’s degree in systems management from USC, and a bachelor’s degree in history from the University of State of New York.

Panel Bio's:

Senator Dan Swecker is the co-chair of the Information Technology Workgroup and will be presenting legislation on the formation of a task force to look at the implementation of the recommendations that were presented to the task force by Pacific Technologies Institute (PTI).

Robin Arnold-Williams, Director, Governor’s Executive Policy Office, is responsible for leading the State Government towards the development and use of shared services.

Larisa Benson, Deputy for Statewide Performance Reviews, State Auditor’s Office, is responsible for the performance auditing.  This tool evaluates state government programs and cross-cutting systems , making recommendations so that government works better, costs less and delivers more of the results that citizens value.

Stan Marshburn, Deputy Director, Office of Financial Management (OFM).  OFM provides vital information, fiscal services and policy support for the Governor, legislature and state agencies as they serve the people of Washington State.
