Abstract of Seminar Contents

It seems everyone is doing it or going to be when it comes to using Social Media. Whether it is blogging to share a story, capturing people’s interest with headlines in Twitter, conversations on FaceBook, or sharing pictures with Flicker it is becoming what the public expects from Government. This event is put together to bring knowledgeable speakers from the industry and State and Local government to show what is being done today in government and where we are going tomorrow. 

Roy King III, Senior Business Planner, Microsoft will discuss Democracy 2.0 – When Terrorists use Twitter or why “social” media is so serious. Recent social media and networking sites offer people new and interesting ways to connect and cooperate with each other.  Apart from a few breakout examples like Wikipedia, this phenomenon has primarily been driven by geeks and young people discussing relatively trivial things.  As tools improve and their use cases expand into more serious scenarios, IT managers of Government agencies will be at the vanguard of a new set of challenges and opportunities

Speaker Bio’s:

Roy King III, Senior Business Planner, Microsoft.  Roy coordinates long range product strategy for the Microsoft’s $18B Information Worker division which includes Office, SharePoint & Exchange. His primary focus is on exploring collaboration technology and trends that will have the greatest impact on people and businesses over the next 3-6 years.  Prior to Microsoft, he worked as an executive and consultant in early stage technology ventures.  In 2000, Roy co-founded SmartChange, the first Internet-based charity in the UK and has helped raised over $1M for non-profit technology projects.  Roy earned an International Business degree from Richmond University in London, and - by way of Berkeley, CA - now lives in West Seattle with his wife and two young sons.

Suzanne Shaw is an Assistant Attorney General in the Government Operations Division of the Washington State Attorney General’s Office.  Suzanne is the chief counsel for the DIS, her State Convention Center, the Department of Personnel, and several smaller agencies. Ms. Shaw’s previous clients include the State Auditor, the Department of Agriculture, the agency now known as the Department of Commerce, and numerous other agencies, boards, and commissions.  She began her career with the Attorney General’s Office as a paralegal in 1982, specializing in complex litigation support.  She was appointed as an Assistant AG in 1992, after graduating cum laude from Seattle University School of Law, where she was an editor of the Law Review. Ms. Shaw is the Attorney General’s statewide coordinator for social media legal issues. She is a member of the Governor’s New Media Workgroup and a workgroup on Social Media and Government recently convened by the National Association of State Chief Information Officers (NASCIO).

Moderator: 

Jim Culp works in the WSDOT Communications Office as part of the Web Team and also as WSDOT’s chief photojournalist.  Jim has spent most of his professional career designing networks, programming computers, developing technology policy and evangelizing for the Web.

Panel Members

Kris Rietmann is the Office of Financial Management and Governor’s Office lead on new media tools ranging from website development to new media tool use. Previous positions held by Kris during her career include Communications Manager for the Governor’s Government Management Accountability and Performance program, Communications Director for the Washington State Department of Commerce, IT Project Manager, and independent contractor for state and private entity projects. Prior to joining state government in 2004, Kris was an adjunct faculty member at a local community college teaching speech theory and public speaking. She continues to teach in her spare time. Ms. Rietmann earned an MSc in Global Media from the London School of Economics and Political Science in 2004 and an MA in Global Communications from the University of Southern California in 2003. She also holds two bachelor degrees in Business and Communications from the University of Southern California and a certificate in Broadcast Media from the University of Washington.

Erica Mulherin, Department of Transportation. Erica Mulherin is the Social Media Manager at the Washington State Department of Transportation.  Erica has easily crossed the lines of Graphic and Web communications since joining WSDOT as a Multimedia Designer in April 2008. With ten years of industry experience in field of web development and digital media, she has a background in illustration, graphic design, web design, and a deep interest in social media tools.

Rob Mullin,

Joanne Todd, DIS, Communications Director. With over 20 years of senior-level marketing and public relations experience, Joanne joined the Department of Information Services as the Communication Director in 2007.  She works closely with the director, deputies and managers to develop effective communication to internal and external audiences.  She actively coordinates outreach with media representatives as the agency spokesperson; creates press releases and high level outreach presentations and reports; implements strong branding and positioning programs; and is the liaison with the Governor’s Office for Communications. Prior to joining the Washington State Department of Information Services, Joanne directed the marketing, communication and media outreach for a wide variety of Northwest businesses including shopping malls, newspapers, law firms, real estate developers, ski resorts and entertainment venues. She began her career in Washington state politics, directing candidate and issue campaigns, training candidates for media interaction and setting overall strategies for campaigns. She wrote a book for the Washington Education Association on community action and became a nationally recognized speaker and trainer on local political issues.

Brad Benfield, DOL Media Relations Manager. Brad has been with the Department of Licensing for eight years as a public information officer and currently as the agency’s first media relations manager within the Communications and Education unit. His primary responsibilities are to help educate the public through the media about new and changing policies and services and to protect and enhance the DOL’s public image. In addition to this, Brad helps manage the agency’s social media efforts. He wrote the agency’s social media plan, supervises the agency’s social media coordinator and develops products for use on the agency’s social media channels.   Brad has been in state service since 1999. He started as a publication specialist with the Office of the Secretary of State. Prior to that, he was a newspaper reporter, working for weekly and daily newspapers in Western Washington. He has a bachelor’s degree in journalism from Western Washington University.
