Intended Audience

This seminar is intended for Executive and Business Managers, Chief Information Officers, IT Professionals, IPMA Corporate Members and those who are interested in Washington State’s transformation of information technology and how services will be managed and provided in the future.

Abstract

There are many questions about IT Transformation:  What does it look like?  How will it affect me?  What effect will the new data center have? What is expected to be accomplished with shared services?  Why is technology the cornerstone for future government changes? Our speakers will share the governor’s vision and her approach for leading the state toward that vision. Our distinguished panel members will outline the strategies for implementing Washington state government’s technology transformation.

Keynote Speaker Bio

Rob St. John, acting Director of the Office of the CIO.

Rob is a 25+ year employee of Washington State Government, the last 15 or so have been managing some aspect of information technology.  Rob comes into the State CIO position from the Department of Social and Health Services where he has most recently been serving as their CIO.  Rob is currently serving as Acting State CIO while a formal recruitment process is completed.

Panel Bio’s

Mike Ricchio, Director of Computer Technical Services (CTS).  Mike graduated from the University of Wisconsin-Madison with a Bachelor of Arts degree in 1981.  Mike received his law degree in 1985, and was engaged in the private practice of law before taking a position with Washington’s Department of Social and Health Services in 1987.  In 1997, Mike was hired as the Director of the Corporations Division for the Office of the Secretary of State. In September of 2007, Mike began working as a Senior Policy and IT Consultant for the Department of Information Services.  In August of 2009, Mike was named Deputy Director of DIS. On October 1st, Mike will become the director of the office of Consolidated Technical Services.

Sam Hunt, WA State Representative for the 22nd District – the cities of Olympia, Lacey, and Tumwater, and unincorporated northern Thurston County, including the communities of Cooper Point, Boston Harbor, and Johnson Point. He is Chair of the State Government and Tribal Affairs Committee and also serves on the Education Committee and the Ways and Means Committee. Sam has worked as Director of Legislative Affairs, for the Department of Information Services, as a public school teacher in Pasco and Montesano, as Governor Booth Gardner’s Special Assistant for K-12 Education, as Staff Director for the Washington State Senate Majority Leader, and on the staff of the United States Senate Appropriations Committee under Senator Warren G. Magnuson. He is a former member of the North Thurston Public School Board of Directors and the Pasco City Council. He received his degree and teaching certificate from Washington State University and took post-graduate studies at Washington State University and the University of Oregon.

Eva Santos, Human Resources Director, OFM, has worked with the State of Washington for the past 20 years. She was appointed as Director of the Department of Personnel by Governor Gregoire in 2005. Prior to this appointment Governor Locke appointed her the Director of the Labor Relations Office and chief negotiator for labor contracts for the State of Washington. Previously, she was the Deputy Director of the Labor Relations Office. Eva started her public sector career at the Department of Labor and Industries where she worked in the Human Resources Office. She soon moved up the ladder to Deputy Director for Operations. Before joining the public sector, Eva was the Human Resources Manager at one of the shipyards in the Puget Sound area. Eva served in the United States Army and the Women’s Army Corps where she specialized in human life resources. She is a nurse by trade and received her education from the Catholic University of Puerto Rico. Eva received the Eugene H. Rooney award for leadership in Human Resources in 2009 from the National Association of State Personnel Executives and was awarded the Governor’s Sustaining Leader Award in 1999.

Lynne McGuire, Deputy Director, Department of Enterprise Services
Lynne McGuire’s experience across a variety of public programs and the private sector will serve her well as a Deputy Director for Enterprise Services. Her background covers finance, budgeting, information technology and more. She most recently served as Chief Information Officer for the Office of Financial Management (OFM) where she was responsible for all information technology services.
Prior to this, she served as Senior Budget Assistant to the governor for budget operations, developing enterprise systems and processes for budgeting and performance measures. Lynne has also worked as a management consultant, lending guidance on revamping programs and their operating systems to improve information gathering and performance. She earned a Governor’s Leadership in Management Award in 2009 while serving with OFM and a previous Distinguished Management Leadership Award in 1988 during her tenure overseeing accounting and budgeting activity for six programs at the Department of General Administration. She also served as a member of the Olympia Planning Commission from 1995 to 1999. Lynne earned a master’s degree in public affairs from the University of Texas at Austin and a bachelor’s degree in business administration from Pacific Lutheran University
