Intended Audience
This seminar is intended for Executive and Business Managers, Chief Information Officers, IT Professionals, IPMA Corporate Sponsors, and those who are interested in Washington’s transformation of information technology and how services will be managed and provided in the future.
Abstract
There are many questions about IT Transformation: What does it look like? How will it affect me? What effect will the new data center have? What is expected to be accomplished with shared services? Why is technology the cornerstone for future government changes? The Chief Information Officer of the State of Washington, Tony Tortorice, will share the governor’s vision and his approach for leading the state toward that vision.
Mr. Tortorice and our distinguished panel members will outline the strategies for implementing state government technology in the future.

Tony Tortorice, Director of the Department of Information Services and the state's chief CIO
Walk down the street past Tony Tortorice's office in Olympia and you'll notice a bright yellow sign propped up in the window for all to see, saying one thing: "smile". It's indicative of the enthusiasm Tony has for his new role as Washington State’s CIO and Director of the Department of Information Services. With over 25 years of IT experience in both the private and public sectors, Tony is well-positioned to move Governor Gregoire's agenda forward for 21st Century Government, keeping the state's focus firmly fixed on citizen engagement.
Tony comes to Washington from the Los Angeles Unified School District (the nation’s second largest), where, as chief information officer, he led the recovery of a troubled HR/Payroll implementation. Tony was also the senior IT executive for the Los Angeles Community College District, the largest community college system in the nation. Tony is also a former partner at PricewaterhouseCoopers.
Tony's IT roots go all the way back to his service in the U.S. Navy, where he installed his command’s first word processing system. He holds a master’s degree in systems management from USC, and a bachelor’s degree in history from the University of the State of New York.

Panel Bio’s
The Honorable Karen Fraser, State Senator (bio to be added)
Stan Marshburn, Deputy Director, Office of Financial Management (OFM). Stan Marshburn has worked in Washington State public policy for 33 years. After graduating from The Evergreen State College he began his career as a budget analyst in the Office of Financial Management in 1976. A progression of fiscal and policy jobs in both the executive and legislative branches of state government culminated in his appointment as Policy Director for Governor Booth Gardner in 1988. In 1992 Stan teamed with Denny Heck to create TVW, Washington State’s pioneering public affairs network. After successfully launching TVW, Stan returned to employment with state government, working on the implementation of welfare reform in the late 90’s, serving as Executive Director to the Governor’s Commission on the Future of Higher Education, and then working for ten year in financial management at the Department of Social and Health Services. Stan is now the Deputy Director of the Office of Financial Management.
Eva Santos, Director of the Department of Personnel. Eva has worked with the State of Washington for the past 20 years. She was appointed as Director of the Department of Personnel by Governor Gregoire in 2005. Prior to this appointment Governor Locke appointed her the Director of the Labor Relations Office and chief negotiator for labor contracts for the State of Washington. Previously, she was the Deputy Director of the Labor Relations Office. Eva started her public sector career at the Department of Labor and Industries where she worked in the Human Resources Office. She soon moved up the ladder to Deputy Director for Operations. Before joining the public sector, Eva was the Human Resources Manager at one of the shipyards in the Puget Sound area. Eva served in the United States Army and the Women’s Army Corps where she specialized in human life resources. She is a nurse by trade and received her education from the Catholic University of Puerto Rico. Eva received the Eugene H. Rooney award for leadership in Human Resources in 2009 from the National Association of State Personnel Executives and was awarded the Governor’s Sustaining Leader Award in 1999. Yes, she does have a life with a husband, two grown sons; one grandson and one granddaughter.
