Message From the Chair: Christy Ridout

Throughout 2004, IPMA-sponsored events have provided opportunities for Information Technology professionals to network, to collaborate and to attend professional development seminars. Our approach was to leverage folks from public and private sector to develop sessions that were thought provoking, but also provided necessary information for keeping pace with changes in government practice and in technology.

All of the 2004 events unfolded with few discernable hitches. This is due to the hard work, the creative abilities and drive of the people putting these events together: a great example of partnership between board members, the vendor community and other interested I.T. professionals. Congratulations to all for jobs well done!

In the coming year, the IPMA Board will focus on developing an annual theme for 2006 events and plan a supporting marketing strategy. We also hope to see the work on the IT Leadership Development Program come to fruition. The IT Leadership program will compliment the UW Project Management and Executive Leadership courses.

Organization and Membership Description

Organization

The IPMA is organized as a Washington State Corporation. There are no stockholders. There are 12 members on the IPMA Board of Directors and their term of office is three years. Directors are elected by the IPMA membership. There are four corporate officers who serve on the Board of Directors: the Board Chair, the Vice-Chair, and two Co-Secretary/Treasurers. No compensation is paid to any member of the Board of Directors for services as a member of the Board.

Statement of Membership

Membership in the IPMA is open to all current or retired state employees who are interested in information technology and who support the mission of the organization. Members support the mission of the IPMA by serving on any one of the five standing committees and participating in activities sponsored by the Association.

Although IPMA membership is reserved for current and retired state employees, participation in IPMA events is not restricted.  During 2003, IT professionals from local governments were welcomed participants in the year's events.

Schedule of 2004 Events

IPMA conducted the following events during calendar year 2003:

• The Board of Directors meetings were held the second Thursday of each month, except for the months of January, February, September, and November.
• The Board of Directors' Annual Planning Retreat was held February 29-30, 2004.
• IPMA hosted six professional development events throughout the year:

• April – Best Practices in Contracting - "A roadmap for a successful contracting journey no matter what the distance"

Committee Reports

Budget and Finance

Committee Chair:  Thomas Bynum

Purpose:

The purpose of the Budget and Finance Committee is to oversee and monitor the fiscal operations of the IPMA, develop an annual budget for recommendation to the Board in February of each year, and develop and assist in the implementation of a funding strategy for the IPMA.

Accomplishments for 2004:

The budget for 2004 was developed and presented to the board of Directors for approval.

The investment strategy of 2003 did not change.

The Board adopted an investment approach to end each year with a cash balance of $10,000.  In November of each year, the end of the year projection will be reviewed.   If there is a significant balance over $10,000, that amount will be put into the current philanthropic initiative.  If the balance is less, the semi-liquid security will be tapped to bring the balance back to $10,000 to cover expenses.

Objectives for 2005:

The Budget and Finance Committee will:

• Continue to evaluate the board's portfolio and adjust investments as appropriate.
• Ensure funding is available to meet the budget requirements of each IPMA committee.
• Support board recommendation to have a paid "featured speaker" for the August Professional Development session.
• Consider philanthropic initiatives at the end of the year, along with other alternatives, if funding is available.
• Explore some type of management training series to help train mid-level managers to become senior level IT executives.

Executive Seminar

Committee Co-Chairs: Phil Grigg and Darrel Riffe

Purpose:

The purpose of the Executive Seminar Committee is to provide an annual seminar that facilitates communication, networking and the promotion of information technology ideas for all senior state government information systems managers attending.

Accomplishments for 2004:

The 2003 IPMA Executive Seminar was held in September at the Campbell's Resort. Approximately 100 persons attended including representatives of 30 state agencies and IPMA's corporate sponsors. The following presentations were made:

Digital government will become what people make it. There appears to be at least four potential outcomes for IT's role in governing for the State of Washington in the opening decades of this new century. Do you want digital government to be:

3. A Source of Insight, Decision Support and Accountability (Intelligence)?

4. The New Public Square for Civic Engagement (Experience)?

The City of Chelan welcomed IPMA.

"Beyond HRMS"

HRMS is the most recent step of an ongoing effort to improve administrative and financial processes and systems at the State of Washington. Going live with Phase I of the implementation is not the end of the journey. In fact, if the journey ends with initial software implementation, many opportunities will be missed to achieve the benefits and maximize the potential of the new system. Kevin will discuss:

• Future HRMS plans based on the latest information from the HRMS team. I will also discuss some of the opportunities for improvement that can come from leveraging tools such as a financial portal, data warehouse, etc in other related financial and administrative areas.
• Experiences from other states in improving their financial and administrative systems. Some have gone the ERP route, others are pursuing best of breed options. Realistically, what outcomes can be achieved, and what does it take to get there? Why have both private and public sector entities experienced mixed results with both ERP and Best of Breed approaches.
• Highlights of the State of Washington Financial and Administrative Roadmap initiative.

The session included a facilitated breakout session to discuss these questions.

"Collective Bargaining"

The state was currently involved in collective bargaining over the first labor agreements to be reached under the Personnel System Reform Act. This session provided an overview to the current process and insight into the future of labor relations in the state.

DIS shared perspectives of transition in relationship to the government enterprise and the role that DIS plays in that enterprise. DIS also reviewed both the direction from a policy and oversight perspective as well the role DIS plays in the service delivery aspects for the Washington enterprise.

Brian discussed current perspectives of the Washington State Executive Ethics Board as it pertains to State of Washington Employees and specifically Information Technology.

Dave Van De Voort, Information Technology Workforce Effectiveness Consultant, Mercer Human Resources Consulting
"IT Performance Metrics"

The IT function is under unprecedented pressure to "perform." But what does it mean to be a top-performing IT function? What metrics and measures meaningfully differentiate the Best from the Rest? How can the IT function possibly succeed in the face of:

• Insatiable demand for new functionality?
• Impatience for technology improvement yet resistance to change?
• Expectations for absolute reliability, unfettered access, and unlimited resources?

This session will focused on metrics and processes for:

• Benchmarking IT resources (e.g. staffing ratios, span of control)
• Optimizing IT workforce performance and productivity and
• Adapting 'for profit' practices and standards for use in public sector IT shops.

Objectives for 2005:

The IPMA will again offer an Executive Seminar. The 2004 event will be held September 20-22, 2004 at Shilo Inn (Ocean Shores). We expect the seminar to be as successful and well attended as last year's.

Forum

Committee Co-Chairs: Jim Albert and Dennis Laine

Purpose:

Forum is an annual information technology seminar and trade show that has been held in Olympia since 1979. Forum continues to be an effective opportunity for vendors to demonstrate their products, for speakers to share their expertise and knowledge, and for state employees and others to attend free seminars and product demonstrations and to network. It is important to note that Forum is one of the premier technology shows in the Pacific Northwest and the largest to focus solely on the Public Sector.

Accomplishments for 2004:

The Executive Luncheon was held on May 18, the week before Forum. The luncheon speaker was Mr. Carl Claunch, Research VP for Gartner, Inc. Mr. Claunch's theme was on the Technology Hype Cycle. Approximately 125 guest attended the luncheon.

Forum was held on May 25-26 at the Saint Martin's College Pavilion. Forum 2004 was successful and received praise from participating vendors and attendees. The Forum 2004 theme of "Getting Past the Hype – Delivering Business Value" was very timely and popular. There were 24 corporate sponsor booths and 47 vendor booths and approximately 900 attendees. New this year were Corporate Sponsor sessions where the speakers could promote their corporations products and services. These 20 sessions, along with the 20 vendor neutral sessions provided attendees with 4 seminar opportunities each hour. The downside was fewer people were visiting the booths while the sessions were running.

Objectives for 2005:

The theme for the 28th annual Forum will be "Getting Past the Hype, Delivering Business Value." The objectives for Forum 2005 are:

• Develop and distribute a one page flyer by mid-March that can be used to generate early interest in Forum.
• Schedule the Executive Luncheon for the Tuesday before Forum and schedule it as annual event at the Worthington Center.
• Continue having Corporate Sponsor Forum breakout sessions in addition to the vendor neutral sessions.
• Change the layout of the booths to encourage attendees to visit all booths.
• Recruit 24 corporate sponsors and look for ways to increase their involvement in Forum and IPMA events.
• Extend the use of the IPMA's web site by developing an online application system to automate the registration of vendors.
• Manage Forum so that it remains cost effective and meets or exceeds the expectations of attendees and participating vendors.
• Encourage Forum sponsor and vendors to invite their customer base, both private and public sectors, to help increase attendance.
• Offer up to four discounted vendor booths to state agencies.
• Develop and distribute a vendor information document to provide more information about vendors who participate in Forum. The document is to be a supplement to the Forum brochure.

IPMA News

2004 Accomplishments:

• Produced monthly newsletter with a total of 28 feature articles (up substantially from 16 in 2003, and 20 articles in 2002 and 2001; excludes "Event Notices", "News from Other Sources", "News from the Past", and Board meeting summaries).
• Met the annual target to scan and electronically publish 40 pre-1996 IPMA/ADPM newsletters in support of the "News from the Past" newsletter feature.
• Added "Sponsor's Corner" feature in April to provide an opportunity for IPMA's sponsors to expose their products and services to the IT community. Four articles have been published in the nine months this feature has been available.

2005 Objectives:

• Produce monthly newsletter with a minimum of two feature articles in each issue. Each member on the IPMA Board is expected to provide two articles during the year. These articles do not necessarily need to be produced by the Board member or his/her agency, i.e. articles also may be recruited from other agencies. News of agency accomplishments, lessons learned from unsuccessful projects, profiles of new managers, reports on major IPMA events, and other IT community news are good candidates for articles.
• Complete another 20 percent of the newsletter archives project (4th year of 5-year project). This project is designed to support the "News from the Past" feature and to provide an archive of our newsletters.
• Encourage participation of Corporate Sponsors.
• Assist the IPMA with marketing including the Forum and Executive Seminar.

IPMA Web Site

2004 Accomplishments:

• Maintained IPMA web site and provided support to IPMA's business functions. Usage of the web site was only marginally higher than the previous year based on numbers of user sessions.  The number of user sessions averaged approximately 1,500 per week (250 per weekday) and ranged from approximately 500 to 2,500 per week.
• Refreshed the look of the Web site with a limited redesign in October 2004.

2005 Objectives:

• Continue to work with other IPMA committees to support IPMA events; provide marketing communications for these events and support on-line event registration.
• Continue to support the State Telecommunication Association Web site.
• The IPMA Webmaster will perform more frequent database backups - daily manual backups will be performed during critical registration processes

IPMA Listserv

• As of January 15, the IPMA listserv had 1170 subscribers, up from 1092 at a similar time last year.
• Primary use of the IPMA listserv has been distribution of monthly newsletter and announcements of IPMA events.
• The IPMA listserv list is self-maintaining, except for the need to delete addresses identified via "Undeliverable mail" error messages.
• IPMA also financially supports listserv lists for the Project Managers SIG and the State Telecommunications Association SIG. These lists are managed by members of the respective SIGs. With the development of the PM Framework and the related Web site, the PM SIG listserv list is no longer needed and will be deleted effective 2/28/05.

Board Member Election

2004 Accomplishments:

• Provided an electronic ballot on the IPMA web site for the annual election of Board members by IPMA members. The ballot included the opportunity to vote for write-in candidates. Following the voting cut-off, the submitted ballots were tabulated via an Excel spreadsheet and the results were provided to the IPMA Election Chair. This electronic ballot procedure has worked well over the past four years.

2005 Objectives:

• Provide support for 2005 annual election of Board members.

IPMA Membership

• As of January 1, 2005, the IPMA member database included 299 members, up from 264 at a similar time last year. The net increase of 35 reflects new members less members deleted from the database when a current e-mail address is not maintained.

Professional Development

Committee Chairs:  Sheryl Hall and Allen Schmidt

Purpose

The purpose of the Professional Development Committee is to provide educational and networking programs for the membership and the IT community. The Committee works with IT vendors and state agencies to provide programs at no cost or minimal cost to the IT community. The Committee also may sponsor selected formal training events to be provided on a fee basis.

Accomplishments

The Professional Development Committee provided six seminars during the year. Programs were as follows:

Observations

1. Seminar participants have continued to rate the sessions highly and wish them to continue.
2. This last year, we have had an abundance of interested vendors requesting to sponsor session.
3. For the most part this year, the "no-show" rate for registrants dropped for example the October event didn't have any "no-shows." One exception to this pattern was the August session of which had a large drop from 105 to 73.
4. The registration process is working well and we get great support from our webmaster, Bob Monn. However, there was an impact to PD when we lost the database.
5. Professional Development tested and agreed to continue with the following:
   • Morning only sessions with exception to the summer networking/lunch session.

   • Provide some Tuesday and Thursday seminars to accommodate those that have difficulty with Wednesday sessions.  This seemed to work well and we'll continue with a mix of Tuesday, Wednesday and Thursday.

   • Continue with the summer networking/lunch session with paid speaker.

Objectives for the Upcoming Year (2005)

The Professional Development Committee has the following objectives and seminars planned for 2005:

1. Deliver a new format in 2005.  The April session will be in the format of a Technical Round Table.  This session will be held with an experienced moderator, several vendors, and the IT community.
2. Develop a Professional Development vendor and panel participant expectations and responsibilities sheet.  We would like to develop this in sync with the proposed marketing products to ensure a common look, feel and overall consistency.
3. Update and enhance the Professional Development Co-Chair "desk manual" this year.
4. Develop a Contract template for securing presenters and speakers.
5. Contact Saint Martin's and book ahead through 2006 and 2007.
6. Work more closely with the Forum planning committee to tie programs, sessions, topics and themes together.
7. Develop Professional Development marketing materials with a consistent look and feel including color schemes for handouts; agendas, evaluations, etc.
8. Plan and provide the following seminars:

Proposed Budget for 2005 Professional Development

The increased budget proposal is due to the following:

1. August presentation; speaker fees, travel, books, refreshments to cover 250 participants vs. our typical 70-110 participants. The estimated cost for this presentation is $11,350.
2. At the board meeting on January 27/28, 2005, it was decided that we would pursue charging a small fee for the August event. This fee would cover the speaker fee and books.
   • Dennis Jones will approach DOP about this.  Last year, DOP volunteered to partner with the IPMA and to manage the registration and fee process. 

Other:

Projector Proposal – The IPMA PD chairs proposed purchasing a new projector to be used for Professional Development seminars as well as for the Forum and any other IPMA event where a projector is needed.

We currently use a projector from Saint Martin's and pay a fee of $20 per event. Their projector is currently a seven-year old Sanyo and it is no longer clear and crisp.  It is very difficult to display the image clearly and typically looks fuzzy.  It will not align properly on the screen and the image always looks angled.  Capitol Communications has a variety of models and brands.

Issues:

• Making sure that it is available is a concern.
• The board would need to determine requirements prior to purchasing product.
• Estimated cost range is:  $2,500 - 6,200

At the board meeting on January 27/28, 2005, the board agreed to the purchase of a projector. Jim Anderson was assigned the task of gathering the requirements from IPMA board members and to propose a model to cost not to exceed $3,500.
