Organization and Membership Description

Organization

The IPMA is organized as a Washington State Corporation. There are no stockholders. There are 12 members on the IPMA Board of Directors and their term of office is three years. Directors are elected by the IPMA membership. There are four corporate officers who serve on the Board of Directors: the Board Chair, the Vice-Chair, and two Co-Secretary/Treasurers. No compensation is paid to any member of the Board of Directors for services as a member of the Board.

Statement of Membership

Membership in the IPMA is open to all current or retired state employees who are interested in information technology and who support the mission of the organization. Members support the mission of the IPMA by serving on any one of the five standing committees and participating in activities sponsored by the Association.

Although IPMA membership is reserved for current and retired state employees, participation in IPMA events is not restricted.  During 2003, IT professionals from local governments were welcomed participants in the year’s events.

Schedule of 2003 Events

IPMA conducted the following events during calendar year 2003:

• The Board of Directors meetings were held the second Thursday of each month, except for the month of September.
• The Board of Directors Annual Planning Retreat was held February 27-28, 2003, at Port Hadlock.
• IPMA hosted six professional development events throughout the year:

• March – Wireless Networking
• April – The Road to Business Intelligence
• June – Building Successful IT Project Teams
• August – Managing Transitions
• October – Programming in the .Net Environment
• Executive Lunch was held on May 13 at Saint Martin's College, Lacey, WA.
• Forum was held May 20-21 at St. Martin’s College, Lacey, WA.
• Executive Seminar was held September 17-19 at The Campbell’s Resort, Chelan, WA.

Committee Reports

Budget and Finance

Committee Chair:  Christy Ridout

Purpose:

The purpose of the Budget and Finance Committee is to oversee and monitor the fiscal operations of the IPMA, develop an annual budget for recommendation to the Board in February of each year, and develop and assist in the implementation of a funding strategy for the IPMA.

Accomplishments for 2003:

The budget for 2003 was developed and presented to the board of Directors for approval.

The Board adopted an investment approach to end each year with a cash balance of $10,000.  In November of each year, the end of the year projection will be reviewed.   If there is a significant balance over $10,000, that amount will be put into the current philanthropic initiative.  Should the balance be less, the semi-liquid security will be tapped to bring the balance back to $10,000 to cover expenses.

IPMA fulfilled its philanthropic commitments with payments of $18,000 and $25,000 endowed scholarships to South Puget Sound Community College and Evergreen State College respectively.

Objectives for 2004:

The budget and finance committee will:

• Continue to evaluate the board’s portfolio and adjust investments as appropriate,
• Ensure funding is available to meet the budget requirements of each IPMA committee, and
• Support philanthropic endeavors.

Executive Seminar

Committee Co-Chairs: Phil Grigg and Darrel Riffe

Purpose:

The purpose of the Executive Seminar Committee is to provide an annual seminar that facilitates communication, networking and the promotion of information technology ideas for all senior state government information systems managers attending.

Accomplishments for 2003:

The 2003 IPMA Executive Seminar was held in September at the Campbell’s Resort. Approximately 95 persons attended including representatives of 31 state agencies and IPMA's corporate sponsors. The following presentations were made:

• Year Economic Forecast Trend (Dr. Paul Sommers, University of Washington)
• Homeland Security- What has changed since 9/11? (John Taylor, Dept. of Homeland Security)
• Dinner Speaker - Basalt Geology of Washington State (Charles Mason)

• Local City and County IT Perspectives (Mike Almvig – Skagit County)

Objectives for 2004:

The IPMA will again offer an Executive Seminar.  The 2004 event will be held September 20-22, 2004 at Campbell's Resort (Lake Chelan). We expect the seminar to be as successful and well attended as last year's.

Forum

Committee Co-Chairs: Jim Albert and Dennis Laine

Purpose:

Forum is an annual information technology seminar and trade show that has been held in Olympia since 1979. Forum continues to be an effective opportunity for vendors to demonstrate their products, for speakers to share their expertise and knowledge, and for state employees and others to attend free seminars and product demonstrations and to network. It is important to note that Forum is one of the premier technology shows in the Pacific Northwest and the largest to focus solely on the Public Sector.

Accomplishments for 2003:

The Executive Luncheon was held on May 13, the week before Forum.  The luncheon speaker was Mr. Joe Dear,  Executive Director of the  Washington State Investment Board (WSIB).  Joe’s theme was “Leveraging Management Tools for Results.”  Aapproximately 125 guest attended the luncheon.

Forum was held on May 20-21 at the Saint Martin's College Pavilion. Forum 2003 was extremely successful and received high praise from participating vendors and attendees. The Forum 2003 theme of "Sharing Solutions" was very timely and popular.  There were 24 corporate sponsor booths and 47 vendor booths and approximately 950 attendees. Having 71 vendor booths in St. Martin’s Pavilion drew a comparison to being a “Mini-Comdex.” The Worthington Center facility provided great flexibility for setting up conference rooms and breakout rooms.

Objectives for 2004:

The theme for the 27^th annual Forum will be "Getting past the Hype, Delivering Business Value.”  The objectives for Forum 2004 are:

• Develop and distribute a one page flyer by mid-March that can be used to generate early interest in Forum.
• Schedule the Executive Luncheon for the Tuesdays before Forum and schedule it as annual event at the Worthington Center.
• Discontinue having Forum breakout sessions on Monday, the day before Forum.
• Continue to recruit 24 corporate sponsors and look for ways to increase their involvement in Forum and IPMA events.
• Extend the use of the IPMA’s web site by developing an online application system to automate the registration of vendors.
• Manage Forum so that it remains cost effective and meets or exceeds the expectations of attendees and participating vendors.
• Encourage Forum sponsor and vendors to invite their customer base, both private and public sectors, to help increase attendance.
• Offer up to four discounted vendor booths to state agencies.
• Develop and distribute a vendor information document to provide more information about vendors who participate in Forum.  The document is to be a supplement to the Forum brochure.
• Restructure the Forum breakout sessions to include two non-vendor specific tracks and two tracks for vendor-specific breakout sessions, a total of 40 breakout sessions. The vendor-specific breakout sessions will be offered to the corporate sponsors.
• Eliminate the use of drawings or raffle by vendors.

Communications

Committee Co-Chairs: Mary Ellen Bradley and Andy Marcelia

Purpose:

The Communications Committee provides IPMA members with information about actions taken by the Board of Directors, special events, seminars, other committee activities, and other items of interest. The Committee maintains the IPMA Internet web site as a means of interacting with IPMA members, sponsors, and others interested in IPMA activities. The Committee publishes the monthly newsletter and maintains the IPMA listserv.

The Communications Committee also is responsible for promoting membership in the IPMA and maintaining the membership roster.

IPMA News

2003 Accomplishments:

• Produced monthly newsletter with a total of 16 feature articles (down from 20 articles in 2002 and 2001; excludes “Event Notices”, “News from Other Sources”, “News from the Past”, and Board meeting summaries).
  
  
• Volunteer project to publish electronic versions of pre-1996 newsletters exceeded its annual target to scan and publish 40 newsletters in support of the “News from the Past” newsletter feature.

2004 Objectives:

• Produce monthly newsletter with a minimum of two feature articles in each issue.
• Complete another 20 percent of the newsletter archives project (3^rd year of 5-year project.

IPMA Web Site

2003 Accomplishments:

• Effectively maintained IPMA web site and provided timely support to IPMA’s business functions.  Usage of the web site appears to have more than doubled year-over-year based on numbers of user sessions. 

• Web hosting services were extended to the State Telecommunications Association. 

2004 Objectives:

• Continue to work with other IPMA committees to support IPMA events; provide marketing communications for these events and support on-line event registration.

IPMA Listserv

• As of January 21, the IPMA listserv had 1092 subscribers, up from 1038 at a similar time last year.
• Primary use of the IPMA listserv has been distribution of monthly newsletter and announcements of IPMA events.
• The IPMA listserv list is self-maintaining.
• A third listserv list (in addition to the IPMA and Project Managers SIG lists) was created for the State Telecommunications Association SIG.  Chris Cooley, North Thurston School District, administers this list.

Board Member Election

2003 Accomplishments:

• Provided an electronic ballot on the IPMA web site for the annual election of Board members by IPMA members.  The ballot included the opportunity to vote for write-in candidates.  Following the voting cut-off, the submitted ballots were tabulated via an Excel spreadsheet and the results were provided to the IPMA Chair.  This electronic ballot procedure has worked well over the past four years.

2004 Objectives:

• Provide support for 2004 annual election of Board members.

IPMA Membership

• As of January 2, 2004, the IPMA member database included 264 members, up from 243 at a similar time last year.  The net increase of 21 reflects new members minus members deleted from the database when a current e-mail address is not maintained.

• The table below shows the number of new memberships by month since the $15.00 annual membership was dropped.

  As shown in the above table, new memberships in 2003 declined year-over-year, but the total for the year was similar to that in the two previous years (i.e., 2000 and 2001).
  
  
• Membership has not been promoted since Forum 2000.
  
  
• Only members are entitled to serve on the Board and vote in the annual election of Board members.
  
  
• No change in the current membership procedures is proposed.

Professional Development

Committee Chairs:  Sheryl Hall and Dennis Jones

Purpose:

The purpose of the Professional Development Committee is to provide educational and networking programs for the membership and the IT community. The Committee works with IT vendors and state agencies to provide programs at no cost or minimal cost to the IT community. The Committee also may sponsor selected formal training events to be provided on a fee basis.

Accomplishments for 2003:

The Professional Development Committee provided six seminars during 2003. The 2003 program was as follows:

Observations:

• Seminar participants have continued to rate the sessions very highly and wish them to be continued.
• We do not get much response from corporate sponsors in terms of seminar ideas or participation.
• We continue to have a high “no-show” rate for registrants, but it is consistent and we are now planning for it effectively.
• The registration process is working well and we get great support from our web master, Bob Monn.

Professional Development tested three new concepts in 2003:

• Afternoon sessions were held on several occasions to attract an audience that might have trouble making morning sessions.  We concluded that we were more likely to loose audience members late in the day and that there was no apparent advantage to afternoon sessions.   We will stick with morning sessions in 2004
• Provide some Tuesday and Thursday seminars to accommodate those that have difficulty with Wednesday sessions.  This seemed to work well and we’ll continue with a mix of Tuesday, Wednesday and Thursday.
• We conducted a hosted lunch session in August.  It was very well received and we will repeat that format in August 2004.
