Message From the Chair: Doug Tanabe

In 2002 IPMA actively worked with the IT community to meet unprecedented State budget challenges. This brought more change including the restructuring of the annual IPMA Executive Seminar. These changes proved to be a blessing in disguise as the restructured Executive Seminar (renamed as the Executive Summit for 2002 only) was the most productive in memory.

The 2002 Forum, "Silver Anniversary FORUM - 25 years of Service to the State", celebrated the longevity and continued popularity of the Forum. Approximately 1,000 people attended Forum and 100 people attended the Executive Luncheon held the day before Forum.

Our Professional Development Committee stepped up to the year's challenges with an aggressive program of seven free seminars for the State IT community. These seminars addressed: Windows Active Directory implementation, security, strategies for managing core system assets, project management, the virtual workplace, enterprise architecture, and XML and web services.

Communications was enhanced this year with a ground-breaking agreement with the Project Management Special Interest Group (PMSIG) under which IPMA provides web hosting and listserv services to the PMSIG. The Communications Committee also initiated a volunteer project to publish electronic versions of pre-1996 issues of IPMA News to celebrate IPMA's history of contributions to the IT community.

IPMA also made the fifth and final payments to both Saint Martin's College and South Puget Sound Community College fulfilling pledges totaling $50,000 to support information technology education.

I have enjoyed this past year as chair of the IPMA. Although I left the IPMA Board at the end of 2002, I did so with great confidence in the ability of IPMA to continue to deliver great service to the State IT community.

Organization and Membership Description

Organization

The IPMA is organized as a Washington State Corporation. There are no stockholders. There are 12 members on the IPMA Board of Directors and their term of office is three years. Directors are elected by the IPMA membership. There are four corporate officers who serve on the Board of Directors: the Board Chair, the Vice-Chair, and two Co-Secretary/Treasurers. No compensation is paid to any member of the Board of Directors for services as a member of the Board.

Statement of Membership

Membership in the IPMA is open to all current or retired state employees who are interested in information technology and who support the mission of the organization. Members support the mission of the IPMA by serving on any one of the five standing committees and participating in activities sponsored by the Association. Effective May 11, 2000 annual membership dues were eliminated. There is only one class of membership.

Committee Reports

Business Planning

Committee Chair:

Purpose:

The purpose of the Business Planning Committee is to build and foster the long-term business interests of the Association in order to provide the IPMA every possible advantage to pursue its mission.

Accomplishments for 2002:

In 1998, IPMA’s fostered closer links with St. Martin’s College and South Puget Sound Community College (SPSCC).  Through two pledges totaling $50,000, IPMA was able to support the installation of an Information Services desk in the new St. Martin’s Library and support Local Area Network (LAN) and work station installations for the Associated Students of SPSCC in their new student union building. These investments in the future of our local educational institutions serve to illustrate IPMA’s strong continuing commitment to support our community. The pledges to both institutions were for $5,000 each year for five years. In 2002 IPMA made the last annual payments under each of these pledges. Saint Martin's new library and SPSCC's new student union building were opened in March 2001.

Executive Seminar

Purpose:

The purpose of the Executive Seminar Committee is to provide an annual seminar that facilitates communication, networking and the promotion of information technology ideas for all senior state government information systems managers attending.

Accomplishments for 2002:

In April 2002 the IPMA Board decided to cancel the 2002 Executive Seminar due to the State's financial situation and to replace it with a smaller event focused on the current state government challenges (budget conditions, collective bargaining, etc.) The Board also decided that IPMA would pay the expenses of the attendees including transportation via chartered bus. The reduced size of the planned event (one representative per agency) dictated an invitation process with invitations extended to agencies that most consistently had been represented at previous IPMA executive seminars and/or DIS Customer Advisory Board meetings. The 2002 IPMA Executive Summit was held in October at Campbell's Resort (Lake Chelan) and 79 persons attended. The following presentations were made:

The IPMA will again offer an Executive Seminar.  The 2003 event will be held September 23-25, 2003 at Campbell's Resort (Lake Chelan). We expect the seminar to be as successful as last year's.

Forum

Purpose:

Forum is an annual information technology seminar and trade show that has been held in Olympia since 1979. Forum continues to be an effective opportunity for vendors to demonstrate their products, for speakers to share their expertise and knowledge, and for state employees and others to attend free seminars and product demonstrations and to network. It is important to note that Forum is one of the premier technology shows in the Pacific Northwest and the largest to focus solely on the Public Sector.

Accomplishments for 2002:

For the third consecutive year Forum was held at the Saint Martin's College Pavilion in May. Improvements have been made each year, and in 2002 bunting was added to the railing surrounding the main floor. Forum 2002 was extremely successful and received high praise from participating vendors and attendees. There were 62 vendor booths and approximately 980 attendees. Having 62 vendor booths in one large room was well received. The Worthington Center facility provided great flexibility for setting up conference rooms and breakout rooms. The Forum 2002 theme of "Silver Anniversary FORUM, 25 years of Service to the State" celebrated the longevity and continued popularity of Forum.

The Executive Luncheon was held the day before Forum. Luncheon speaker State Health Officer Maxine Hayes’ presentation on Washington’s planning for homeland defense/response to terrorist attacks was well received by approximately 100 attendees.

Objectives for 2003:

The theme for Forum 2003 will be "Sharing Solutions". Twenty-four corporate sponsors have been signed up for this fiscal year. Vendor booth sales will start in January 2002. Keynote speakers have been approached and ideas for the breakout sessions have been identified. The Monday prior to Forum will be used to host two ½ day educational sessions. Similar to the Professional Development events, but hosted by the Forum Committee, these events will make use of the Worthington Center.

Communications

Committee Co-Chairs:

Purpose:

The Communications Committee provides IPMA members with information about actions taken by the Board of Directors, special events, seminars, other committee activities, and other items of interest. The Committee maintains the IPMA Internet web site as a means of interacting with IPMA members, sponsors, and others interested in IPMA activities. The Committee publishes the monthly newsletter and maintains the IPMA listserv.

The Communications Committee also is responsible for promoting membership in the IPMA and maintaining the membership roster.

Professional Development

Committee Co-Chairs:

Purpose:

The purpose of the Professional Development Committee is to provide educational and networking programs for the membership and the IT community. The Committee works with IT vendors and state agencies to provide programs at no cost or minimal cost to the IT community. The Committee also may sponsor selected formal training events to be provided on a fee basis.

Accomplishments for 2002:
