This year has been a busy and productive one for the IPMA. We have focused on our priorities which are to: further the professionalism of the state information technology community; provide networking opportunities for state information technology managers; provide professional development opportunities for the state IT community; provide a forum to showcase state of the art technology; and feature discussion of IT issues and directions.
In March 2001 the new library at Saint Martin's and the new student union at South Puget Sound Community College were opened. The IPMA made pledges totaling $50,000 to support these new buildings. The pledges to both institutions were for $5,000 each year for five years. Our current commitment will continue through 2002 and illustrates our support for information technology education.
The IRS approved our designation as a tax exempt entity in March 2001 retroactive to May 1989. This change will enable the IPMA to provide more opportunities for the IT community.
We also revitalized our Professional Development Committee. Three seminars were provided and included: "Disaster Preparedness - Lessons Learned from the Nisqually earthquake", "No Browser Required: Rich User Interfaces in a Web World" and "Project Management Practices".
The Forum, "Seamless Services Anytime, Anywhere", in May and the Executive Seminar in September continued to assist the state and local government information technology population. Both of these events were well attended this year.
Communications was substantially enhanced this year with an expansion of the listserv list. We also continued to expand use of our web site including implementing on-line event registration for IPMA's increasingly popular professional development events.
This year also brought some changes in the nomination and election process for Board members. These changes were designed to make the nomination process more open to Association members.
I have enjoyed my year as chair of the IPMA and I look forward to continuing to serve on the board in the next year.
Improve the State information technology (IT) environment through:
The IPMA is organized as a Washington State Corporation. There are no stockholders. There are 12 members on the IPMA Board of Directors and their term of office is three years. Directors are elected by the IPMA membership. There are four corporate officers who serve on the Board of Directors: the Board Chair, the Vice-Chair, and two Co-Secretary/Treasurers. No compensation is paid to any member of the Board of Directors for services as a member of the Board.
Membership in the IPMA is open to all current or retired state employees who are interested in information technology and who support the mission of the organization. Members support the mission of the IPMA by serving on any one of the five standing committees and participating in activities sponsored by the Association. Effective May 11, 2000 annual membership dues were eliminated. There is only one class of membership.

IPMA conducted the following events during calendar year 2001:
See details of the above events on the IPMA website at: http://www.ipma-wa/com/.

The purpose of the Business Planning Committee is to build and foster the long-term business interests of the Association in order to provide the IPMA every possible advantage to pursue its mission.
For the next year, Business Planning Committee has the following objectives:
Phil Grigg and Darrel Riffe
The purpose of the Executive Seminar Committee is to provide an annual seminar that facilitates communication, networking and the promotion of information technology ideas for all senior state government information systems managers attending.
The 2001 IPMA Executive Seminar was held in September at the Skamania Lodge. Approximately 95 persons attended including representatives of 31 state agencies and IPMA's corporate sponsors. The following presentations were made:
The IPMA will again offer an Executive Seminar. The 2002 event will be held October 2-4, 2002 at Campbell's Resort (Lake Chelan). We expect the seminar to be as successful and well attended as last year's.
Dennis Laine (360-456-8898) and Mike McVicker (360-902-3129)
Forum is an annual information technology seminar and trade show that has been held in Olympia since 1979. Forum continues to be an effective opportunity for vendors to demonstrate their products, for speakers to share their expertise and knowledge, and for state employees and others to attend free seminars and product demonstrations and to network. It is important to note that Forum is one of the premier technology shows in the Pacific Northwest and the largest to focus solely on the Public Sector.
For the second consecutive year Forum was held at the Saint Martin's College Pavilion in May. Improvements were made over the first year including carpeting the entire pavilion floor and having a single vendor supply telecommunications services to the show floor. Forum 2001 was extremely successful and received high praise from participating vendors and attendees. There were 62 vendor booths and approximately 975 attendees. Having 62 vendor booths in one large room was well received. The Worthington Center facility provided great flexibility for setting up conference rooms and breakout rooms. The Forum 2001 theme of "Seamless Services; Anytime, Anywhere" was very timely and popular.
Based upon feedback from Forum 2000, the Executive Breakfast was changed to an Executive Luncheon, held the day before Forum. Luncheon speaker Secretary of State Sam Reed's presentation on the fate of the state blanket primary election process was well received by approximately 115 attendees.
The theme for Forum 2002 will be "Silver Anniversary FORUM, 25 years of Service to the State". Twenty-two corporate sponsors have been signed up for this fiscal year. Vendor booth sales will start in January 2002. Keynote speakers have been approached and ideas for the breakout sessions have been identified.
The following objectives have been endorsed for Forum 2002:
Bob Monn (360-407-6585) and Shelagh Taylor (360-902-5970)
The Communications Committee provides IPMA members with information about actions taken by the Board of Directors, special events, seminars, other committee activities, and other items of interest. The Committee maintains the IPMA Internet web site as a means of interacting with IPMA members, sponsors, and others interested in IPMA activities. The Committee publishes the monthly newsletter and maintains the IPMA listserv.
The Communications Committee also is responsible for promoting membership in the IPMA and maintaining the membership roster.
Sheryl Hall and Dennis Jones
The purpose of the Professional Development Committee is to provide educational and networking programs for the membership and the IT community. The Committee works with IT vendors and state agencies to provide programs at no cost or minimal cost to the IT community. The Committee also may sponsor selected formal training events to be provided on a fee basis.
The Professional Development Committee provided three seminars during 2001. The 2001 program was as follows:
Date |
Topic |
Presenter |
| June 28, 2001 | Disaster Preparedness | DIS, GA, DRS, OFM Cisco, Qwest |

| Oct. 25, 2001 (Two sessions were held to accommodate demand.) |

Seminar participants have rated the sessions very highly and wish them to be continued. Feedback for improvements focused on the comfort of the facility (hard chairs, tight quarters, too hot, too cold).
