Message From the Chair: Shelagh Taylor

No matter how you count it, this year the IPMA can say its transition to the twenty-first century was a success.

In February, the IPMA Board met for its annual planning meeting at Lake Chelan. There the Board voted to expand the Board membership from 11 members to 12, with the elective term extended from two years to three. Subsequently, Dennis Jones was recruited to fill the twelfth position. In May, the IPMA Forum was held for the first time at St. Martin’s College in Lacey. The beautiful spring weather certainly helped bring out the crowds, and the Forum received strong ratings with everyone expressing support for the new location. In September, the Executive Seminar once again was held at Skamania Lodge where the food and facilities provided a perfect setting for exploration of IT issues with state and local government colleagues. Also this year, the Board voted to "go digital" and eliminated the paper version of the IPMA newsletter, and eliminated the $15 fee associated with IPMA membership.

The IPMA Board is continuing its initiative as a non-profit organization, and has filed for tax exempt status with the Internal Revenue Service. We believe this change is reflective of our mission, and will enable the IPMA to take advantage of some partnerships that might not otherwise have been available.

This year the IPMA will continue to work its priorities to: further the professionalism of the state information technology community; provide networking opportunities for state information technology managers; provide professional development opportunities for the state IT community; and, provide a forum to showcase state of the art technology and feature discussion of IT issues and directions.

I have enjoyed serving as the IPMA Chair for the past year and a half, and I look forward to serving in other capacities in the years to come.

IPMA Mission Statement

Improve the State information technology (IT) environment through:

• Professional networking with other state government IT managers and positive influencing of the State's IT agenda.
• Professional development and cultivation of new IT initiatives.
• Financing of activities through money-making activities.
• Leveraging IPMA's corporate structure and resources to provide services to the state IT community.

Organization and Membership Description

Organization

The IPMA is organized as a Washington State Corporation. There are no stockholders. In 2000 the IPMA Board of Directors was expanded from 11 members to 12 members and the term of office was increased from two years to three years. Directors are elected by the IPMA membership. There are four corporate officers who serve on the Board of Directors: the Board Chair, the Vice-Chair, and two Co-Secretary/Treasurers. No compensation is paid to any member of the Board of Directors for services as a member of the Board.

Statement of Membership

Membership in the IPMA is open to all current or retired state employees who are interested in information technology and who support the mission of the organization. Members support the mission of the IPMA by serving on any one of the five standing committees and participating in activities sponsored by the Association. Effective May 11, 2000 the $15.00 annual membership dues were eliminated. There is only one class of membership.

Schedule of 2000 Events

IPMA conducted the following events during calendar year 2000:

• Board of Directors meetings - second Thursday of each month, except February.
• Board of Directors Annual Planning Retreat - February 17-18 at Campbell's Lodge, Lake Chelan, WA.
• IPMA professional development events - February 24 - e-Government seminar presented by Novell.
• Executive Breakfast - May 22 at Saint Martin's College, Lacey, WA.
• Forum – May 23-24 at St. Martin’s College, Lacey, WA.
• Executive Seminar - September 11-13 at The Skamania Lodge, Stevenson, WA.

Committee Reports

Business Planning

Committee Chair:

Mary Ellen Bradley (360-407-6670)

Purpose:

The purpose of the Business Planning Committee is to build and foster the long-term business interests of the Association in order to provide the IPMA every possible advantage to pursue its mission.

Accomplishments for 2000:

The Business Planning committee began an IPMA investment program in several fund accounts with Merrill Lynch that seeks to accomplish the following objectives:

• Preserve the ability to be flexible with assets by investing in a fund that allows for instant liquidity while at the same providing a maximized rate of return.

• Preserve the capital assets of the IPMA by investing in funds that protects assets from inflation with a high guaranteed dividend rate of return.

• Increase the capital assets of the IPMA by investing in funds that show potential for capital growth.

• In 1998, IPMA's fostered closer links with Saint Martin's College and South Puget Sound Community College. Through two pledges totaling $50,000, IPMA was able to support the installation of an Information Services desk in the new Saint Martin's Library and support Local Area Network (LAN) and work station installations for the Associated Students of SPSCC in their new student union building. These investments in the future of our local educational institutions serve to strongly illustrate IPMA's continuing commitment to support our community. The pledges to both institutions were for $5,000 each year for five years. To date, $15,000 each has been given to each school. The library and the new student union building were opened in March 2001.

Objectives for 2001:

For the next year, Business Planning Committee has the following objectives:

• Closely monitor and report on the Merrill Lynch Investment Program. Our investment strategy will be reviewed at the annual board of directors meeting in March 2001.

• Pursue other opportunities for providing IPMA sponsored events.

• Negotiate and manage contracts with private vendors to provide services for IPMA sponsored events.

• Continue supporting capital improvement programs for area institutions of higher education that advance information technology in State Government. Our current commitment will continue through 2002.

Executive Seminar

Committee Co-Chairs:

Phil Grigg and Darrel Riffe

Purpose:

The purpose of the Executive Seminar Committee is to provide an annual seminar that facilitates communication, networking and the promotion of information technology ideas amongst senior state government information systems managers.

Accomplishments for 2000:

The 2000 IPMA Executive Seminar was held in September at the Skamania Lodge. Approximately 90 persons attended including representatives of 27 state agencies and IPMA's corporate sponsors. The following presentations were made:

Objectives for 2001:

The IPMA will again offer an Executive Seminar in September, 2001. We expect the seminar to be as successful and well attended as last year's.

Forum

Committee Co-Chairs:

Jim Albert (360-664-0159) and Mike McVicker (360-902-3129)

Purpose:

Forum is an annual information technology seminar and trade show that has been held in Olympia since 1979. Forum continues to be an effective opportunity for vendors to demonstrate their products, for speakers to share their expertise and knowledge, and for state employees and others to attend free seminars and product demonstrations and to network. It is important to note that Forum is one of the premier technology shows in the Pacific Northwest and the largest to focus solely on the Public Sector.

Accomplishments for 2000:

Forum 2000 presented new challenges and opportunities for the IPMA. For the first time, Forum was held at the St. Martin’s College Pavilion in May. New contracts had to be negotiated. Extra efforts had to be taken to advertise the new location and dates for Forum. Forum 2000 was extremely successful and received high praise from participating vendor and attendees. There were 62 vendors booth and approximately 975 attendees. Having 62 vendor booths in one large room was well received. The Worthington Center facility provided great flexibility for setting up conference rooms and breakout rooms. Forum 2000 theme of "e-Government – Services on Demand" was very timely and popular.

For the first time, the Executive Breakfast was held the day before Forum. Breakfast speaker Attorney General Christine Gregoire’s presentation was well received by approximately 150 attendees.

Objectives for 2001:

The theme for Forum 2001 will be "Seamless Services Anytime, Anywhere". Twenty-one corporate sponsors have been signed up for this fiscal year. Approximately half of the forth-four vendor booths have already been sold. Keynote speakers have been approached and ideas for the breakout sessions have been identified.

The following objectives have been endorsed for Forum 2001:

• Keep Forum in the Olympia area utilizing the May Tuesday-Wednesday format.

• Manage Forum so that it remains cost effective, realizes at least a 10% profit and meets or exceeds the expectations of attendees and participating vendors;

• Coordinate with St. Martin’s staff to improve on the use of the Pavilion.

• Increase attendance through advertising and marketing to ensure that all public sector information technology employees in the South Sound area are aware of Forum and the benefits of attending Forum.

• Design and distribute an electronic survey to prior Forum attendees to seek their input to determine potential subjects for speaker breakout sessions.

• Develop enhancements for the use of IPMA’s web site to recruit vendors and to distribute information to participating vendors and attendees.

• Convert the Executive Breakfast to an Executive Luncheon on the Monday before Forum and schedule it as annual event at the Worthington Center.

Communications

Committee Co-Chairs:

Bob Monn (360-407-6585) and Dennis Jones (360-664-7695)

Purpose:

The Communications Committee provides IPMA members with information about actions taken by the Board of Directors, special events, seminars, other committee activities, and other items of interest. The Committee maintains the IPMA Internet web site as a means of interacting with IPMA members, sponsors, and others interested in IPMA activities. The Committee publishes the monthly newsletter and maintains the IPMA listserv.

The Communications Committee also is responsible for promoting membership in the IPMA and maintaining the membership roster.

Accomplishments for 2000:

• Prepared IPMA News, IPMA's newsletter, each month. Conducted on-line survey of newsletter readers in November 2000.

• Published IPMA's 1999 annual report.

• Issued annual membership renewal invoices until the IPMA Board of Directors eliminated membership dues effective May 11, 2000. Maintained the IPMA membership database; effective May 11, 2000, new members are added via a web form and updates and deletions are made manually.

• Administered the IPMA listserv mailing list.

• Maintained the IPMA web site including:
• Weekly calendar updates on home page.
• Web support for Forum 2000.
• Web support for Executive Seminar 2000 including on-line registration.
• Web support for a joint IPMA and Department of Personnel information technology training needs survey in July 2000.
• Web support for electronic voting in annual election of Board members.
• Initiation of a redesign of the IPMA web site to enhance usability and provide greater focus on IPMA's premier annual events.

Objectives for 2001:

• Work with other IPMA committees to improve marketing communications for IPMA events.

• Continue web publication of the monthly newsletter; increase the number of original articles published through more aggressive solicitation of state agencies.

• Publish information about professional development opportunities for the IT community with emphasis on IPMA-sponsored professional development events.

• Publish the 2000 IPMA Annual Report.

• Continue to improve the IPMA web site to provide the IT community with timely information about the IPMA.

• Establish an IPMA records archive including past issues of IPMA News.

Professional Development

Committee Chair:

Don Price and Dennis Laine

Purpose:

The purpose of the Professional Development Committee is to provide educational and networking programs for the membership and the IT community. The Committee works with IT vendors and state agencies to provide programs at no cost or minimal cost to the IT community. The Committee also sponsors selected formal training events to be provided on a fee basis.

Accomplishments for 2000:

The Professional Development Committee continued the series of bi-monthly events started in 1997. These two-hour seminars are conducted in cooperation with IPMA's Corporate Sponsors. The 2000 program was as follows:

The Committee also jointly developed and conducted a web-based survey of IT training and professional development needs of state agencies.

Objectives for 2001:

The Professional Development Committee has the following objectives for 2001:

• To provide educational and networking programs for the IT community including bi-monthly events for the mutual benefit of the membership, corporate sponsors, and others in the IT community.

• To provide formal training opportunities that address unmet needs of the IT community and that are complementary to those of the Department of Personnel.

Notes:

• The long-term capital gain distributions were from various mutual funds and were reinvested in those funds, thus increasing the total shares of each held.
  
  
• About $12,000 of the income shown above was the result of less activity in the Professional Development program than was budgeted.
  
  
• $10,000 will be allocated for the payment of the 2001 pledges to St. Martin’s College and South Puget Sound Community College.
  
  
• The remainder will be used as a contingency fund to offset any unanticipated changes in cash flow resulting from the first full year with the funding for the Forum and the Executive Seminar crossing accounting periods.
