Summary Statement of Income and Expenses
The IPMA was created out of the need for professional development programs and developed several events that included the monthly meetings and the IPMA Fall Forum. The forum grew and grew. Today we have two major events, the Executive Seminar in September and the Fall Forum in October. The board still meets monthly and we started holding professional development seminars about once a quarter.
In a IPMA board retreat held in mid-February 1997 the Board of Directors examined the purpose and the direction of the IPMA. The board members reiterated that the IPMA is an association of information technology managers that work within state government to accomplish several specific purposes:
This is the same focus the IPMA has held for the last several years. My challenge this past year has been to continue to focus on professional development. In addition to the two major events we needed to have more professional development occurring thought out the year.
The IPMA exists to improve the State information technology environment through:
Professional networking with other state government IS managers.

Positive influencing of the State's IT agenda.

Professional development and cultivation of new IS initiatives.

Leveraging resources to provide services and benefits to the state information technology community.
Organization:
The Information Processing Management Associates is organized as a Washington State Corporation. There are no stockholders. Currently there are 11 members of the IPMA Board of Directors. The Board of Directors are elected by the IPMA membership. There are four corporate officers who serve on the Board of Directors; the Board Chair, the Vice-Chair, the Secretary, and the Treasurer. No compensation is paid to any member of the Board of Directors for services as a member of the Board.
Statement of Membership:
Membership in the IPMA is open to all current or retired state employees who are interested in information technology and who support the mission of the organization. Members support the mission of the IPMA by serving on anyone of the five standing committees and participating in activities sponsored by the Association. Membership dues are $15.00 annually. There is only one class of membership.

Purpose:
The purpose of the Business Planning Committee is to build and foster the long term business interests of the Association in order to provide the IPMA every possible advantage to pursue its mission.
Accomplishments for 1996-1997:
Merrill Lynch Investment Program
The Business Planning committee began an IPMA investment program in several fund accounts with Merril Lynch that seeks to accomplish the following objectives:
The Business Planning committee has pursued this strategy in order to have the opportunity to potentially enlarge the IPMA's mission and provide a broader range of services in the future as opportunities present themselves.
Changed Reporting Cycle
In addition, the Business Planning Committee has produced the IPMA Annual Budget and the IPMA Annual Report. These financial statements have been switched from a fiscal year reporting method to a calendar year reporting method in order to align with the timing of the major IPMA events and to simplify budgeting and accounting.

Purpose:
The purpose of the Executive Seminar Committee is to provide an annual seminar which facilitates communication, networking and the promotion of information technology ideas amongst senior information systems state government managers.
Accomplishments for 1996-1997:
1996 Executive Retreat
The 1996 IPMA Executive Seminar was held in Ocean Shores. We were able to secure several interesting speakers. A special presentations by Len McComb, Director of Department of Revenue was a high light of the seminar. Toby Younis was keynote speaker and he addressed "Electronic Commerce: Establishing A Presence On The Web" in his presentation. The Polynesian Inn continued to graciously host this event though it proved to be somewhat crowded. As in years past, the seminar was filled to capacity prior to the close of registration. Participation in this years team-building events was especially excellent.
1997 Executive Retreat
The 1997 IPMA Executive Seminar was again held in Ocean Shores but this time a welcome change in venue was implemented at The Shilo Resort. The seminar was filled to capacity prior to the close of registration. The following presentations were made:

The IPMA will again offer an Executive Seminar in September of 1998 that will build on the messages of managing information technology through the 1990's. We expect the seminar will be as successful and well attended as last years.

Purpose:
Forum is an annual information technology seminar and communications trade show sponsored by the IPMA. Held in Olympia in October since 1979, Forum has proven to be an effective opportunity for vendors to demonstrate their products, for speakers to share their expertise and knowledge, and for state employees and others to attend free seminars and product demonstrations. It is important to note that Forum is one of the premiere technology shows in the Pacific Northwest and the largest to focus solely on the Public Sector.
Accomplishments for 1996-1997:
The 1996 Fall Forum
Financially speaking, Forum'96 was the most successful ever. Vendor participation included 13 corporate sponsors and 28 vendors. Attendance was approximately 900 state and local government employees and visitors. Forum 96 offered 2 keynote speakers, 18 breakout sessions, and an executive breakfast for 65 senior information technology managers, agency directors and program managers.
The 1997 Fall Forum
Forum'97 continued the string of successful events. Vendor participation included 13 corporate sponsors and 31 vendors. Attendance was again approximately 900 state and local government employees and visitors. Forum 97 offered 2 keynote speakers, 18 breakout sessions, and an especially well attended executive breakfast for 95 senior information technology managers, agency directors and program managers.

Purpose:
The purpose of this committee will be to provide a monthly newsletter which will give members information about upcoming Board meetings, actions taken by the Board of Directors, special events, seminars, other committee events, and other items of interest to members. The committee will also manage and maintain the electronic home page as another means of keeping membership informed on IPMA activities.
This committee is responsible for promoting membership in the IPMA and will maintain the membership roster.
Accomplishments for 1996-1997:
The newsletter provided special articles on topics such as Information Technology in Slovakia, Making Web Pages that are accessible to all, a legislative update on technology issues and profiles of Information Technology Managers and IPMA Board members.
The committee is taking on the task of working with the Forum committee to provide information to the Information Technology community on the Forum activities.
In February of 1996, an Electronic Home Page was developed so that members would have Internet access to IPMA information. We have continued to update and improve the home page.

Purpose:
The purpose of the Professional Development Committee is to provide educational and networking programs for the membership and the IT community. The Committee will work with IT vendors to provide programs at no cost or minimal cost to the IT community. The Committee also will sponsor selected formal training events to be provided on a fee basis.
Accomplishments for 1996-1997:
1996 Seminars
The Committee sponsored a two-day Project Estimating training seminar in October attended by 14 individuals from 9 state agencies. The Committee also sponsored a two-day Project Management training seminar in December attended by 14 individuals from 8 state agencies. The seminars were led by instructors from the Center for Project Management, San Ramon, CA. Reactions and comments from attendees of the seminars were very positive but attendance was below expectations.
1997 Seminars
A new series of bi-monthly events was started in late 1997 in cooperation with IPMA's Corporate Sponsors. Attendance was good and comments from attendees was favorable.
