Thomas has been in state services since 1992. In 1997 he accepted executive leadership responsibilities for the Information Technology Services Division within the Employment Security Department. He is currently the Operations and Strategic Planning Manager for the Employment Security Department. This is the senior IT strategic planning position for the department. Prior to state service, he served as manager and staff consultant in information technology for a diversified Fortune 500 company with subsidiaries that included one of the country’s largest interstate pipelines, two natural gas companies, and the third largest telecommunication company and other energy related entities.

Thomas has been an active IPMA board member holding the offices of Chair, Vice Chair, and three terms as Secretary. He also serves on several committees.
