Phil is the Information Services Manager for the Department of General Administration. He has a strong interest in the implementation of new technologies and currently serves as Chair of the Enterprise Active Directory Steering Committee. Phil joined the State in 1991. Prior to his employment with the State, Phil worked as a systems consultant in the private sector.

Phil has served as IPMA Chair, Vice-Chair and Secretary. Currently he co-chairs the IPMA Executive Seminar and Fall Forum committees. He sees IPMA as an organization which can create opportunities for networking and professional development within the State IT community.
