Allen is the Enterprise Architect for the Office of Financial Management. He has been involved in State government information technology since 1978. Allen is currently responsible for technology architecture and standards for OFM. Previous to this Allen was the statewide financial systems manager and a project manager for the OFM Budget and Allotment Support System (BASS) project. Allen has been with OFM for twenty six years. Prior to OFM, Allen graduated from Central Washington University and worked at the State Library and the Department of Natural Resources. 

Allen has been on the IPMA Board since 2005 and has served as IPMA Board Chair, Vice-Chair and chair of numerous committees.
